能源之星申請案件審查及評估國內校園推動再生能源計畫

中文摘要 本計畫協助環保署推動能源之星標章計畫,受理審核我國廠商申請能源之星標章,截至2010年12月止,累計有35家廠商夥伴、857件產品獲得能源之星標章。在能源之星標章追蹤考核作業方面,抽查50件產品未發現違規使用能源之星標章。在中英文電子季報,已發行6期之中英文電子季報。 本計畫針對小型再生能源推廣進行研究。藉由蒐集國外校園使用小型再生能源的資訊、國內校園與政府部會推動再生能源的現況、與產官學研各界專家學者專題討論等方式,以評析國內校園推動小型再生能源所需資源與可推動做法。並進一步選擇一項最適合學校實施之小型再生能源計畫,研擬學校與業者合作開發再生能源之評估與實施指引。本計畫研擬與分析推動校園再生能源計畫之碳足跡計算方法論,以作為後續持續推動校園再生能源計畫的參考。 在掌握國際最新發展趨勢方面,本計畫整理歐盟、丹麥、芬蘭、德國、美國、日本等國家之國家通訊中有關民眾教育宣導的模式,以及地方政府推動的相關資訊。

Project on Review of ENERGY STAR Applications and Promotion of Campus Renewable Energy Utilizations

英文摘要 This project has offered assistance to Taiwan EPA in promoting the ENERGY STAR Program, through accepting and reviewing the ENERGY STAR applications submitted by the Taiwanese manufacturers. As of December 2010, 857 products from 35 manufacturers have been approved as ENERGY STAR qualified. On the follow-ups of ENERGY STAR logo usage, 50 products were sampled from the market and none of them has been found to be in violation of the ENERGY STAT logo usage guidelines. As for ENERGY STAR promotion, 6 issues of Highlights of ENERGY STAR Program in Taiwan have been published in both Chinese and English languages. In addition, this project has conducted research on the promotion of small-scale renewable energy applications. Through collection of information on small-scale on-campus renewable energy applications in other countries, current status of campus renewable energy promotion by schools and government agencies in Taiwan, and discussions with domestic experts and stakeholders on such applications, the resource requirements and practical measures for promotion of small-scale renewable energy utilizations in school campuses have been analyzed and evaluated. Based on the results of such an analysis, the most suitable small-scale renewable energy project for campus environment can be selected, and the project assessment and implementation of the guidelines offered to schools and renewable energy equipment vendors can be developed. This project also developed and analyzed the carbon footprint calculation methodology suitable for campus renewable energy projects which can be used as reference for continuing promotion of campus renewable energy projects in the future. In keeping with the latest international development trend, this project has also summarized the modes and actions of citizen education on climate change and energy efficiency listed in the national communications submitted to the UNFCCC Secretariat by EU, Denmark, Finland, Germany, USA and Japan, as well as the relevant information on similar actions pursued by the local governments.
