The objectives of this project are: (1) to establish the key performance indicators and benchmark for the implementation of river remediation; (2) to establish the performance evaluation system for the implementation of river remediation; (3) to hold an international workshop and a roundtable forum; (4) to analyze the water body qualities of the nation-wide rivers and reservoirs; and (5) to coordinate the strategies and results of nation-wide administrative divisions, as well as to provide practical and implement suggestions.
Five categories of key performance indicators were proposed: “Water Quality and Esthetic”, “Administration Efficiency and Effectiveness”, “Public Participation”, “Conservation Approaches and Tools”, and “Water Front”; and they were applied in the follow-up evaluation works. The performance evaluation works focused on 9 demonstrative rivers, including major and heavy-polluted rivers, and 11 administrative divisions and professionals from environmental engineering, water analysis, eco-system and water-soil conservation, water supply, and water resource areas were participated. For the analysis of the odors of the river water bodies, this project established 10 species of odorous materials in the river water body, and proposed implementation strategies for the elimination of the odorous problem. This project compiled statistics for the monthly data of national-wide water monitoring stations, and implemented advanced statistics for the 9 demonstrative rivers to find the relationship of pollutants and water indicators. Finally, this project also coordinated the strategies and results of nation-wide administrative divisions, as well as to provided practical and implement suggestions including point and non-point source pollutant control, sewage system construction, and on-site treatment plan for the remediation of river pollution and watershed management.
