廚餘及巨大廢棄物回收再利用評鑑及統籌推動計畫（第二年）
| 中文摘要 | 我國廚餘與巨大廢棄物回收再利用工作已推動多年，加強之重點除了回收率提高之外，應更加強再利用率、再利用經濟效益，以及確保再利用場之永續經營，此為本計畫之核心。本計畫已完成本年度合約規定之所有工作項目，各工作內容與成果包括以下各項： (1)完成25縣市廚餘及巨大廢棄物回收再利用推動成效之評鑑。 (2)完成全國性廚餘及巨大廢棄物回收再利用業務檢討會各1場次。 (3)完成縣市(鄉鎮市)所設廚餘堆肥廠及巨大廢棄物回收再利用廠效能調查評估，並協助規劃其再利用通路及提升成品品質方案共15場(廠)。 (4)完成地方所設廚餘堆肥廠及巨大廢棄物回收再利用廠相關業務人員、現場操作人員之實務示範觀摩活動4場次。 (5)協助規劃各執行機關與民間業者巨大廢棄物媒合系統及研訂巨大廢棄物回收再利用共同供應契約草案，以鼓勵民間業者參與，整合政府及民間可用資源。 (6)完成訂定逐年提升廚餘堆肥比例之具體可行方案。 (7)完成各縣市巨大家具修繕再利用及拍賣收益之環境、經濟與社會等效益分析。 (8)協助更新、維護環保署廚餘、巨大廢棄物及資源物回收再利用系統及網頁（中、英文版）。 (9)完成各縣市廚餘堆肥場成品與中間醱酵階段之檢驗分析資料之彙整及建立，並提供品質提升建議。 (10)完成追蹤民間自主性廚餘堆肥設施推動狀況 (11)完成安排環保署人員赴歐洲考察有機廢棄物生質能再利用廠相關事宜。 | ||

Overall Planning and Evaluation of Kitchen Waste and Bulk Waste Recycling and Reuse
| 英文摘要 | The recycling and reuse of kitchen waste and bulk waste has been practiced in Taiwan for many years. In addition to the increasing of recycling rate, the main focuses of such efforts are in improving reuse ratio and economic benefits of reuse to ensure the sustainability of recyclers. To this end, this project has completed the following tasks: (1)Conducted the performance evaluation of 25 counties/cities’ kitchen waste and bulk waste recycling programs; (2)Organized one national kitchen waste and one bulk waste recycling and reuse practice review meeting respectively; (3)Completed 15 performance evaluations of county/city(town/city) kitchen waste composting plants and bulk waste recycling and reuse plants, and assisted them in planning for reuse channels and improving the product quality; (4)Organized 4 best operating practice demonstrations for the relevant workers of the local governments’ kitchen waste and bulk waste recycling plants; (5)Completed the establishment of matching system among local public implementation agencies and private sector, and development of common supply contract language for bulk waste recycling and reuse, in order to encourage the participation of private enterprise and integrate available private and public resources; (6)Completed the practical implementation plan to gradually increase annual kitchen waste composting ratio; (7)Completed the environmental, economic and social benefit analyses for local governments’ bulk furniture waste repairing and auctioning activities; (8)Assisted in the update and maintenance of EPA’s kitchen waste and bulk waste resource recycling system and web pages (both Chinese and English versions); (9)Complied and established the county/city kitchen waste composting plants’ intermediate and finished products’ testing and analytical results, and provided recommendations on quality improvement; (10)Completed tracking of current status of private sector’s voluntary kitchen waste composting facilities; (11)Arranged for EPA personnel’s visit and observation of the biomass waste energy reuse plants/operations in Europe. | ||
