97年度嘉義市移動污染源稽查管制暨機車排氣檢驗站管理查核計畫

中文摘要 機車已是目前我國最普遍的私人交通工具,但是因單位面積機車數量太多,使其在都市環境走走停停的車況下,所產生的各種污染物,對人體及環境造成了相當大的危害。更由於國人長年來之使用習慣,對機車之保養維修工作十分缺乏,導致機車的污染排放亦成為空氣污染的重要來源之一。有鑑於此,嘉義市政府環境保護局(以下簡稱本市環保局)對機車排放廢氣的管制實施了多項措施,包括有:機車使用中車輛之定檢與攔檢工作、辦理戶外宣導、檢驗站管理等希望透過多重的把關,能徹底改善機車污染之排放。本報告資料統計日期自97年3月10日至97年12月31日止,主要工作執行成果分項說明如下,各項執行進度及效益說明如下: 1、機車攔巡查作業 截至97年12月31日已完成13,542輛次,其中攔查4,331輛次,巡查回覆9,211輛次,進度達成率為112.9%。由於期中階段巡查成果發現住宅區之稽查點整體回覆率相較於其他巡查地點類別,因此在期末階段擬定加強社區及夜間巡查之管制策略,將住宅區巡查次數由期中階段佔所有巡查次數提升,使住宅區之回覆率,與各種巡查類別回覆率相當。 2、機車攔檢作業 截至97年12月31日已完成3,181輛次,進度達成率為106%,不合格數為656輛,不合格率為20.6%,已完成複驗為609輛,複驗率為92.8%。CO整體濃度之改善率約為61.2%,HC濃度改善率約為48.2%。共可削減CO計14.03噸/年,而HC削減3.11噸/年。 3、檢驗站查核評鑑 截至97年12月31日已完成338家次之查核,進度達成率為100%。針對查核缺失分別於7月17日、10月21日及98年1月15舉辦列管檢驗站輔導訓練,計參加調訓有52家次。經調訓後皆促使檢驗站減少重複犯錯之情形。 4、未定檢車公函催檢通知 截至97年12月31日已完成27,483份通知到檢,已回覆數為11,576輛,回覆率為42.12%。CO可削減40.8噸/年及HC削減9.6噸/年。 5、檢驗站儀器氣體比對 截至97年12月31日本計畫進行34站各5次之氣體比對,計169站次,進度達成率為100%。經統計後發現在實施儀器氣體比對廠牌屬RIKEN RI-803機型,比對C02值常出現儀器偏高現象,97年環保署認證通過新版檢測軟體已要求各檢驗站每天除開機校正外另要求於每日下午3時再進行氣體校正後方可執行檢驗作業,如此檢驗站檢驗品質應可確保。 6、宣導活動作業 截至97年12月31日已完成12場次宣導活動,共計免費檢測779輛次,不合格131輛次,複驗128輛次,複驗率為97.7%。本年度本市特別規劃試辦機車更換空氣濾清器補助,使機車車主感受車輛污染減量之成效,進而帶動其對排氣減量之認識及推廣。因此運用移動污染源管制計畫於宣導活動中進行機車檢測之機會,針對檢測不合格車輛補助更換空氣濾清器,並立即再進行檢測,由其感受機車排氣污染物獲得改善之效果,於宣導活動中補助更換空氣濾清器100輛次,CO改善率62.7%、HC改善率47.9%,推估約CO削減3.02噸/年及0.63噸/年之HC。 7、檢驗站品質管制 於5月份及10月份舉辦檢驗站實車秘密查核,共執行2次66家次檢驗站查核,經查核發現仍有少數檢驗站存在缺失,如檢驗人員與檢驗結果單檢驗員姓名不同,未列印檢驗結果單與檢測人員行為不當等情形,除立即要求改善外,另列入第各季調訓輔導名單。於4月份及10月份進行33家68站檢測儀器進行儀器漂移測試查核,由結果可知,最大偏差率介於-4%~4%間,顯示本市機車檢驗站檢測儀器長時間處於待機狀態下同時也能保持檢測分析儀最佳狀況,確保本市各檢驗站檢測數據正確性。 8、提升檢驗站檢驗品質-全面推廣使用讀條碼機 本市機車檢驗站每年執行機車檢驗約有13萬輛次,如何確保檢驗數據品質為管理上重要課題,除每月進行不定期查核外,還不定期實施實車匿名查核輔導。但因檢驗站工作繁重,容易忙中有錯,所以仍有部分檢驗站發生檢驗車輛車號輸入錯誤情形,影響車主權益,檢驗站以讀條碼方式進行資料讀取,讓本市整體檢驗數據正確性達到全面提昇,使用讀條碼機錯誤率可達零發生,預估減少檢測時間約2分鐘,減少二氧化碳排放,可減碳8.4噸。 9、車輛原地噪音檢測 本年共進行22輛次之檢驗,檢驗結果計有1部不合格。由4/3-6/2共分5天檢驗,稽查地點為柴油車排煙檢驗站內及蘭潭三信亭前廣場,算術平均噪音量為82dB(A)。經檢驗共計22輛,有1輛經噪音檢測判定不合格,平均噪音量為88.9dB(A)。另依車種分析,汽油車共計2輛,平均噪音量為86dB(A),柴油車共計3輛,平均噪音量為87dB(A),機車共計17輛,平均噪音量為80.7dB(A),以柴油車噪音較高。 10、機車檢驗站執行品質電話問卷調查 調查結果640份有效電話問卷發現車主對於機車檢驗站人員服務滿意度及技術的信賴皆達9成9以上,且有近全部的車主認為檢驗站並不會強迫推銷。顯示本市環保局多年對於檢驗站的管理及今年品質管理作業推行使嘉義市機車檢驗站普遍讓民眾感到安心及信任。另外統計受訪民眾對於自己所去的檢驗站整體表現打分數發現,最高分數達93分,最低則為80分,平均為87分,顯示各站檢測服務水準相差不大,皆可達優良之成績。在受訪車主中,接受檢驗後有2成4的車主忘記於何處進行檢驗,顯示檢驗站行銷仍應加強,期望機車檢驗站加強對於客戶之行銷管理,尤其應主動對顧客進行關懷及提醒,使機車定檢在民眾心中成為快快樂樂的一件環保事。 11、97年度工作績效考評表 依據97年度嘉義市空氣品質維護改善計畫移動污染源稽查管制計畫工作執行績效考評自評表執行績效考評指標及評分標準,在移動污染源機車部份可掌握分數應得3.2%,目前實得2.98%。

2008 Chiayi City moving pollutant source reduction and motorcycle exhaust inspection statement’s management and inspection plan

英文摘要 Motorcycles have become the most popular private means of transportation in Taiwan. However, as the number of motorcycles per unit area is so large that they produce all kinds of pollutants in an urban environment where the traffic stops and goes, causing a great deal of damages to human bodies and environment. Also, as most of motorcycle owners are not used to take care of their vehicles and keep them well maintained, the emission of pollutants by motorcycles is now one of the major sources of air pollution. In view of this, Environmental Protection Bureau, Chiayi City (or EPB) has put several measures in effect for control of emission of exhausts by motorcycles, including regular and roadside inspections for vehicles in use, outdoor campaign, and management of inspection stations, in the hope to thoroughly improve the emission of pollutants by motorcycles with all these control measures. The report summarizes data collected from Mar 10 2008 to Dec 31 2008. The following are the achievements of primary works, as well as the process and effects: 1. Motorcycle roadside inspections Up to Dec 31 2008, 13,542 motorcycles were inspected, in which 4,331 were pulled over at roadside inspection spots, 9,211 recalled for further inspections, achieving 112.9% of progress. The mid-term inspection results show that the overall reply percentage from inspection spots in residence areas is compared with the types of other inspection locations, and the control strategies for intensified community and nighttime inspections will be developed by the end of the period, as to increase the percentage of inspections in residence areas in all inspections, and to make the reply percentage in residence areas equivalent to the reply percentage of all other types. 2. Roadside motorcycle inspections Up to Dec 31 2008, 3,181 motorcycles were inspected with the achievement percentage of 106%. 656 failed the inspections with a percentage of 20.6%, 609 went through second inspections with a percentage of 92.8%. In all, CO reduction achieved 61.2%, HC improved by 48.2%, which are 14.03 tons/year of CO and 3.11 tons/year of HC as expressed in numbers. 3. Inspection station auditing and evaluation Up to Dec 31 2008, 338 stations were inspected with the achievement percentage of 100%. The stations listed for control were required to attend further training sessions on Jul 17, Oct 21 2008 and Jan 15 2009 for rectifying their defects. In total, 52 stations attended these sessions. The training was effective, since these inspection stations made fewer mistakes as they made before. 4. Notice of inspection for vehicles that failed to report for inspections Up to Dec 31 2008, 27,483 notices were issued for inspections, and 11,576 vehicles reported to inspections with a reporting percentage of 42.12%. The reduction of CO was estimated 40.8 tons/year and HC 9.6 tons/year. 5. Gas matching for instruments at inspection stations Up to Dec 31 2008, 34 stations went through 5 times of gas matching, totaling 169 station-times with the achievement percentage of 100%. The data showed that after the matching, the instruments, model RIKEN RI-803, displayed higher readings in CO2 measurement. With the latest inspection program certified by Environmental Protection Administration in 2008, the inspection stations were asked to calibrate the instruments not only at the beginning of a day, but also at 3:00 PM every day, before the inspections could be started. This ensured the inspection quality of these stations. 6. Propagandas Up to Dec 31 2008, 12 propaganda events were given. In total, 779 motorcycles were inspected for free, 131 failed the inspection and 128 returned for second inspections, accounting for the second inspection percentage of 97.7%. This year, the City provided, as a trial, financial assistance for motorcycle owners to install air filters, allowing the owners to sense the effects of reduction of pollution caused by vehicle emission, and later facilitate the understanding and promotion of emission reduction. Therefore, by exploiting the free motorcycle inspections provided as a propaganda event in the mobile pollution source control project, financial assistance was provided for installing air filters in motorcycles that failed the inspections, and the motorcycles installed with the filter went through a second inspection as to allow the owners to experience the improvement of their motorcycles in reducing pollutant emission. During the propaganda, 100 owners had their air filters replaced. CO emission is improved by 62.7% and HC by 47.9%. It was estimated CO reduction of 3.02 tons/year and HC 0.63 tons/year. 7. Quality Control at Inspection Stations Undercover auditing was carried out in May and Oct at several inspection stations, totaling 66 stations inspected in 2 batches. The result showed that a handful of inspection stations were still found making mistakes. For example, the name of inspector and that shown on inspection receipts were different, the station did not print out inspection result, and there were misconducts of inspectors. In addition to being asked for immediate improvement, these stations were listed for attending training sessions. In April and October, 33 shops and 68 stations went through instrument circuit testing and auditing. The result showed that the maximum tolerance fell at +/- 4%, indicating that the inspection instruments of motorcycle inspection stations in Chiayi City maintained at the optimal conditions in standby mode for a long time, while still ensuring the accuracy of inspection data at these stations. 8. Improvement of inspection quality at these stations – Full promotion of barcode readers The inspection stations in the city have to inspect 130,000 motorcycles every year. It is an important management issue to ensure the quality of inspection data. In addition to monthly random auditing, there is random anonymous auditing with testing motorcycles. However, the burden on these stations is heavy. With heavy burden come mistakes. As a result, there are still some of the stations making mistakes, such as typing the wrong license numbers of motorcycles under inspection, which bother the motorcycle owners. With barcode reading, the accuracy of overall inspection data was improved. The error from barcode reading is close to zero, and it is estimated that the inspection time will be 2 minutes shorter, leading to 8.4 tons of reduction in CO2 emission. 9. On-site vehicle noise test This year, 22 vehicles went through the test, and one came out failing the test. The test was carried out in 5 individual days between Apr 3 and Jun 2 at the emission inspection station for diesel vehicles and the plaza in front of Sanhsin Pavilion at Lantan. The arithmetic mean of noise level is 82dB(A). 22 vehicles went through the test, and one was determined failing the noise criteria with an average noise level of 88.9dB(A)。 Also based on type of vehicles, there were 2 gasoline-fueled cars with an average noise level of 86dB(a), 3 diesel vehicles with an average noise level of 87dB(a), and 17 motorcycles with an average noise level of 80.7dB(A). Clearly the diesel vehicles have the highest noise level. 10. Telephone surveys for implementation quality of motorcycle inspection stations The survey collected 640 effective results, which showed that more than 99% most of motorcycle were satisfied with the service provided by the station staff and trusted their professional skills, and almost all the owners said that the stations did not force them into buying things. It indicates that EPB’s management of inspection stations over the years had paid off and the stations were making people feel comfortable and trustworthy. Also, the interviewees were asked to give a rating to the inspection station that they had gone to. The highest rating was 93 and lowest 80. The average was 87, indicating that the service provided by each individual station was similar in terms of service quality and people believed that the service was excellent. Amongst all the interviewed owners, 24% of them forgot where they went for inspection after they had done it, indicating that there is still room for improvement in terms of marketing. It is hoped that the inspection stations work to improve their marketing strategies by giving their care and kind reminders to customers, making motorcycle inspections a happy thing to do for better environment. 11. 2008 Job performance evaluation charts According to evaluation index and rating criteria for the self-evaluation chart for the auditing of implementation performance in the mobile pollution source auditing and control plan of the 2008 Chiayi City air quality maintenance and improvement project, the rating to be obtained could be 3.2% for motorcycles as mobile pollution source, and the current rating is 2.98%.
