This project is a one-year plan to promote the single portal system for various permit applications. It consists of five key programs: (1) the program to establish a single portal for environmental permit applications, (2) the network control program to integrate all the review procedures for the permits, (3) the expansion and integration program for the permit applications, (4) the program to upgrade and maintain the network systems, and (5) the program to connect with the Environmental Enforcement Management System (EEMS).
The first program have offered a number of convenient features, including virtual counters, a case allotment and progress-inquiry system, a reminding and warning function, thus achieving the goal of providing faster and better service to the public.
In the second program, the existed operating procedures were divided into different categories, each for the air, water, waste, and toxic waste. As the complexity of review process may vary from each environmental permit applicants, the issuance date of the permit is difficult to predict in advance. However, all the review status and progress of each permit are fed back to the EMS system, in which the applicant can enquire the status of his or her application. In addition, the EMS system has also offered a reminding function by sending an e-mail to notify those applicants whose permit will soon expire and ask them to apply for its extension.
The third program can be further divided into some sub-programs in this year, including set up plan of filling station, Resources Recycling Information Management System, Specific industries soil pollution inspection notice system, professional environmental protector positioning system, and Environmental Impact Assessment Inquiry System. Our objective was to build up a comprehensive information system through which those engaged in the environmental management activities can share information and save time and effort by avoiding unnecessary repeated and/or manual entry.
With regard to the fourth program, we have been keeping in normal operation both the Environmental Management System and the second-generation EPA-Unified Identification Code System. In addition, we have also completed a correction program for the duplication of EPA-Unified Identification Code and an inquiry system by using Google Map space technology, code conversion and testing. Besides, we have also completed two work review sessions, three education and training sessions for the operators of the environmental agencies, and monthly regular internal education and training for each of the 0800 customer service staff members.
The fifth program was used to connect with the Environmental Enforcement Management System (EEMS), in which we have used the web service as an approach to exchange information, and compiled three types of statistical reports (the number of violators listed in each county and city, the output statement by the industrial zone, and the output statement by production, raw materials, or wastes). All their aims are to cross-check whether the audit activities in inspecting the contaminations suffer from any negligence and omission and to build up a database for continuous control on any environmental pollution violation from its registration to its following rectification.
