97年臺中縣總量管制評估計畫

中文摘要 依環保署95.12.25公告之「96~97年縣(市)各級空氣污染防制區劃分結果」本縣在臭氧及懸浮微粒兩空氣污染物均為三級防制區,而未來五年則將持續有包含中龍鋼鐵二期擴建開發計畫、中科園區臺中基地及后里基地開發案、神岡豐洲工業區開發案等進駐營運,此增加量勢必對本縣空氣品質造成影響,因此有必要掌握縣內可承載之涵容能力,透過規劃擬定臺中縣涵容區域總量管理對策及方案,以改善本縣空氣品質。 (一) 本縣污染源排放特性掌握及分析 由本縣96年基準年排放量資料顯示,TSP主要以車行揚塵及土木施工排放為主(兩者合計約佔70%排放比例),SOX則以工廠排放為主(約佔90%排放比例),NOX則以工廠及運輸車輛為主(兩者分別約佔54%及41%),NMHC以工廠點源及面源排放約佔49%、運輸車輛及工業外其他面源排放各約佔22%及29%;另電力業及鋼鐵業為本縣污染物排放量較大之主要行業;工業區方面,則以台中港特定區所在之海區為本縣污染較為嚴重之區域。 (二) 新增污染源變化趨勢掌握分析 目前掌握未來本縣新增重大污染源包含中龍鋼鐵二期、中科園區臺中基地及后里基地開發、神岡豐洲工業區開發案等,預估在102年營運後,屆時TSP增加量將達2589公噸、SOX增加量達4697公噸、NOX增加量達6605公噸、NMHC增加量達4388公噸。 在新增重大環評開發案對本縣空氣品質影響評析方面,模擬結果顯示,就縣內三處空品測站而言,增加之污染物排放將對模擬案例臭氧峰值濃度平均約增加2~6ppb,另在懸浮微粒方面,PM10濃度增量主要發生在本縣境內后里、豐原、太平、大里等鄉鎮,及南投縣境內國姓、草屯等地區,日平均濃度增量約介於6~10μg/m3。 (三) 鋼鐵業排放標準修正研擬 本縣於88年曾頒布「臺中縣鋼鐵業空氣污染物放標準」,由於距今已有十年,因應中隆鋼鐵將於本縣台中港特定區設置煉鐵及煉鋼一貫作業程序,預期其所造成之污染排放將較傳統之電弧爐煉鋼製程明顯增加,因此本計畫乃依據鋼鐵業之管制現況及考量現行可行之控制技術提升,來進行原條文不足之調整修正,並考量藉由修正後之排放標準來降低污染物排放濃度,以改善本縣空氣品質問題,草案內容包括針對燒結工場、煉焦工場、高爐工場、轉爐工場、電爐工場及熱軋工場依粒狀污染物、硫氧化物及氮氧化物研擬可行再加嚴建議之排放濃度管制標準,另亦分別針對燒結工場及電爐工場研擬戴奧辛加嚴管制標準,擬建議由現行之0.5ng-TEQ/Nm3降至0.4ng-TEQ/Nm3,而針對煤及鐵礦砂堆置區之設計投影面積在1000m2或堆置設計容量在3000 m3以上者,亦建議規範應堆置於密閉式建築物儲存設施內。 (四) 擬定本縣空污基金未來五年重點管制工作 在固定污染源方面,台中港區儲槽VOC逸散問題、中科園區VOC及有害空氣污染物、台中港區物料裝卸堆置作業區之粉粒狀物逸散為管制重點,而針對本縣兩大重點行業—鋼鐵業及電力業則可透過法規加嚴標準修訂來達減量目的。在移動源方面,包含透過攔檢、攔查及巡查作業,來提升機車定檢到檢率及降低柴油車非法油品之使用及排煙檢測不合格情事,並可透過補助措施或協調相關交通局處,共同規劃綠色交通網。在逸散污染源方面,因應本縣近年來多項大型開發建設之施工,營建工地管理辦法符合率提升、提升洗掃街作業量能,及裸露地表與土石運輸作業之防制亦為執行之重點。 (五) 空氣污染物涵容總量管理方案擬定 考量本縣目前在臭氧及懸浮微粒均為三級防制區,而未來仍有多項重大開發案將陸續營運,因此在本縣未來之空氣品質改善策略研擬上,除加強執行空氣污染管制重點工作外,有必要以總量管制或管理之精神,評估本縣未來排放量變化是否將超過可承載之涵容能力,進而擬定相關可行區域總量管理對策及方案以改善本縣空氣品質。 目前已完成本縣涵容總量管理架構及方案評估,並已召開二場次專家學者座談會,初步設定現階段以參考環保署涵容總量管制之精神,以本縣縣界為邊界,訂定臺中縣內污染物涵容總量管理制度,並以達成環保署設定之中部空品區PSI>100之比率小於1.26%及本縣空氣污染防制區提升為二級為目標),並依此目標估算設定本縣各污染物允許排放量(PM10:16797公噸、SOX:21726公噸、NOX:53765公噸、NMHC:46491公噸),及研擬本縣未來五年可加強執行推動之相關策略,包含方案一:加強執行之既存管制策略;方案二:配合環保署執行中管制措施;方案三:執行本縣特定污染類別地方加嚴管理措施(如電力業及鋼鐵業加嚴排放標準),經由估算若同時執行方案一、方案二及方案三內之各項策略,評估在民國102年管制後淨排放量應可低於允許排放量目標,亦即說明本縣臭氧及懸浮微粒兩污染物濃度值在102年之後應可符合空氣品質標準(二級防制區之水準)。 另針對未來倘若在經濟開發之前提下,仍可能有新增重大開發建設申請設立,對此則可考量建立零排放審核機制,即新增重大開發案目標年增加排放總量若超出本縣涵容總量,即應於環評階段要求新設污染源針對增量方面,尋求本縣其它(或本身)既存污染源透過汰舊換新或防制設備增設進行排放抵換削減,達零排放/零增量目標。 另為能確保污染減量及空氣品質目標可達成,在各項管制策略施行後,則需逐年就空氣品質與淨排放量是否達成目標進行檢核,若目標無法達成,則需評估是否管制工作執行成效不佳,亦或活動強度增加及氣候因素造成空品目標無法達成,並進而加強管制工作執行率及有效性或增修本縣涵容總量管理策略內容。 九、計畫本期完成比率: 100%

2008 Taichung County Air Pollution Total Amount Restriction Estimation Plan

英文摘要 According the Environmental Protection Administration’s public notice of 95.12.12 “2007-2008 County(City) All Level Air Pollution Restriction Zoning Results” Taichung County ranks as level three restriction zone in both ozone and floating particle pollution substances, in the next five years there will be development projects including the second stage of Chung-Long Steel Industries, development projects of Taichung Technology Park Taichung Base and Ho-Li Base, and Shen-Gun-Fun-Jou Industrial Zone Development project operations, these increased numbers are likely to create an impact on Taichung’s air qualities, thus it is necessary to grasp the county’s tolerance capacity, through planning set Taichung county’s tolerable zone volume management solutions and strategies, in order to improve the county’s air quality. (1) Taichung County pollution emission source characteristics and analysis According the county’s 2007 base annual emission data, TSP are mainly emitted from vehicle raised particles and construction sides (both accounts for approximately 70% of total emission), SOX emissions are primary from factories(accounts for approximately 90% of total emission), NOX emission are mostly from factory and transportation vehicles (both accounts for 54% and 41% respectively), NMHC emission are from factory point sources and plane sources accounting for 49%, transport vehicles and sources other than industrial emissions account for approximately 22% and 29% respectively; in addition, electrical power generation industry and steel industry are the main industries for larger pollutant emissions; regarding industrial zones, the most severe pollution zone of Taichung County is the Sea Zone of Taichung Harbor Special Designated Zone. (2) New pollution source change trend grasp analysis Future major pollution sources of the county that are within grasp include the Second Stage Chun-Long Steel Works, Taichung Technology Park Taichung Base and Ho-Li Base developments, and Shen-Gun-Fun-Jou Industrial Zone development project, it is estimated upon operation in 2013, by then TPS increase will reach 2589 metric tons, SOX increase will reach 4697 metric tons, NOX increase will reach 6605 metric tons, and NMHC increase will reach 4388 metric tons. In regards to the analysis of the impact to the county’s air quality from major environment development projects, simulated results indicate that, in regards to the county’s three air quality measure stations, the increased pollutant emissions will increase the ozone peak level concentraion average of the simulated case by 2~6ppb, in regards to floating particles, PM10 concentration increase will mainly occur within the county’s township areas of Ho-Li, Fun-Yuan, Tai-Peng, and Ta-Li, as well as the areas of Go-Shin and Tsao-Tun of Nantou county, the daily average concentration level is between 6~10μg/m3. (3) Steel industry emission standards amendment draft Taichung county announced in 1999 “Taichung County Steal Industry Air Pollutant Emission Standards”, since then it has been ten years, in response to the planned standard procedures of Chun-Long Steal Works iron and steal furnace establishment within the county’s Taichung Harbor Special Designated Zone, its estimated pollution emission will be significantly more than the traditional electric arc furnace steal refinement production process, thus the current plan is proposed according the current steal industry restrictions and concerns for current feasible control technology advancements, in order to make adjustments and amendments to the current insufficient rules and regulations, it is intended by making amendments to the emission standards to effectively decrease pollutant emission concentrations, in order to improve the county’s air quality problems, the draft content includes measures for sintering factories, coking factories, blast furnace factories, converter factories, electric furnace factories, and hot rolling factories, by particle pollutants, sulfur oxide compounds, and nitrogen oxide compounds to draft feasible and stringent recommended emission concentration restriction standards, in addition to targeting sintering factories and electric factories and draft dioxin stringent restriction standards, it is proposed to decrease the current 0.5ng-TEQ/Nm3 to 0.4ng-TEQ/Nm3, as for designs of coal and iron ore pile zones with projected area of 1000m2 or piling volume design of over 3000 m3, it is recommended to regulate piling to storage facilities within closed building structures. (4) Draft of future five-year key restriction task of Taichung county air pollution foundation In regards to fixed pollution sources, Taichung Harbor Zone Tank VOC divergence problem, Taichung Technology Park BOC and harmful air pollutants, and powder-like substance divergence of Taichung Harbor materials load-unload stack process zone are the key restriction tasks, and in regards to the county’s two key industries – steel and power generation industries, decreased volumes can be done through more stringent standards amendments. In regards to mobile sources, including through intercepted examination, search and patrol operations, in order to raise motor cycle regular examination and examination participation rates as well as decreasing diesel vehicle illegal petrol product usage and emission fail cases, it is also possible through subsidy measures or coordinating relevant motor transport authorities, c-work and plan a green transport net. In regards to divergent pollution sources, in response to the county’s many large scale development project constructions in recent years, construction site management methods conformity rate increase, raise street cleaning operations performance, and bare surface and dirt and rock transportation operations as the key execution areas of restrictions. (5) Air pollutant tolerance total volume management solution draft In consideration for the county’s current ozone and floating particles are both level three restriction zones, and that there are many pending future major development projects going into operation, thus on the basis of necessary strategy implementation for air quality improvements, other than reinforcing execution of air pollution restriction key tasks, it is essential by spirit of total volume restriction or management, estimate the county’s future emission volume changes and whether it will exceed tolerable capacities, and further implement relevant feasible zone total volume management measures and solutions in order to improve the county’s air quality. Currently the Taichung county tolerance volume management system and solution estimate is complete, and a seminar of professionals and academics has been held, the initial plan for the current stay is to refer to the essence of Environment Protection Administration’s tolerance volume management, and use the county’s boarder as the premise, set the Taichung pollutant tolerance volume management system, in order to achieve the Environment Protection Administration’s set central district air quality zone PSI>100 ratio less than 1.26% and the county’s air pollution restriction zone to raise to level two as the goal), and use this target to estimate and set the county’s various pollutant allowed emission level (PM1:16797metric tons, SOX:21726metric tons, NOX:53765 metric tons, NMHC:46491metric tons), as well as draft the county’s future five year enforceable and promotable related strategies, including solution one: improved execution of current existing restriction strategies; solution two: co-work with Environment Protection Administration’s existing restriction measures; solution three: execute the county’s specially designated pollution category and local improved management measures (such as power generation and steel industries stringent emission standards), after estimated calculations, simultaneously executing each of the strategies of solutions one, two and three, it is estimated in year 2013 after the restrictions the net emission volume should be under the allowed emission levels target, in other words, the county’s ozone and floating particles pollutant level should meet the concentration value of air quality standards level two in 2013 (restriction level two standards). In addition, in regards to future economy developments, there could be new additions to major development constriction applications being set up, for this it can be considered to create zero emissions verification system, that is, if new additional major development project’s annual target increased emission levels is over the county’s tolerance volume level, then request should be made at the environmental estimations stage for new set pollution sources in the increased volume aspect, seek the county’s other pollution sources through replacement of old for new restriction equipments and proceed with emission redemption reduction, and reach the zero emission/zero increase target. Further, in order to ensure pollution reduction and air quality targets are achievable, after the various restriction strategies have been implemented, it is necessary to conduct annual follow up examinations on the air quality and emission levels whether the target is achieved, if the target is not met, then analysis should be conducted on whether the task implementation effect is poor, or is it other factors such as weather that lead to target not met, and then further improve work execution level and effectiveness, or make amendment to the content of the county’s tolerance volume management strategy. 9.
