廢棄物處理政策環境影響評估專案工作計畫

中文摘要 我國廢棄物處理政策基本上已由「焚化為主、掩埋為輔」逐步修改為「全分類、零廢棄」之政策,這樣的轉變呼應了國際潮流也擴展了原來「技術」本位之傳統思維,因此,源頭減量、資源回收、製造者延伸責任、環境稅等新策略,在廢棄物政策內容上應有相對重要的比例,才可能達到「循環型社會」或「零廢社會」之目標。然而,本次政策環評之對象(三項廢棄物政策,評估標的)主要延續探討末端處理之數量、焚化廠興建與否及賠償問題等為重心,欲達到「全分類、零廢棄」之理想,其相關目標設定與策略規劃似乎略有偏離。本評估說明書建議我國廢棄物管理政策應延續民國93年環保署所提三年行動計畫有關垃圾處理之「全分類、零廢棄」政策,但相關策略措施有必要再充實或法律化,而本說明書之八項關鍵議題及七項情境之評估結果則可做為參考。八項議題為(1)清理設施興建之經費補助(2)應否徵收掩埋稅與焚化稅?(3)限塑政策解決方式(4)製造者延伸責任制度(5)廢棄物或再生資源之國內外輸出入(6)廢棄物末端處理程序(7)一般廢棄物大型焚化廠餘裕量之解決方式(8)廚餘解決方式。七項情境為(1)完全以掩埋處理,另搭配徵收掩埋稅、使用生物分解袋、設置前處理分類設施或全分類資源回收設施、製作RDF提供為發電或鍋爐燃料、廚餘分離及處理設施等。(2)掩埋為主、焚化為輔,焚化廠只處理一般廢棄物(垃圾),未在焚化廠經濟範圍內產生之廢棄物,優先以掩埋方式處理。另搭配徵收掩埋稅、使用生物分解袋、設置前處理分類設施、製作RDF提供為發電或鍋爐燃料、廚餘分離及處理設施、設置一般及有害事業廢棄物之處理設施等。(3)掩埋為主、焚化為輔,焚化廠兼處理適燃性一般事業廢棄物,未在焚化廠經濟範圍內產生之廢棄物,優先以掩埋方式處理。另搭配徵收掩埋稅、使用生物分解袋、設置前處理分類設施、設置有害事業廢棄物之處理設施、廚餘分離及處理設施等。(4)焚化為主、掩埋為輔,焚化廠只處理一般廢棄物(垃圾),大型焚化廠僅處理一般廢棄物(垃圾),較符合焚化廠原先設計功能。未在焚化廠經濟範圍內產生之廢棄物(垃圾),仍應優先運送至焚化廠處理。另搭配徵收焚化稅、購物用塑膠袋可作為垃圾袋、設置前處理分類設施、設置一般及有害事業廢棄物處理設施,廚餘分離及處理設施等。(5)焚化為主、掩埋為輔,焚化廠兼處理適燃性一般事業廢棄物,搭配徵收焚化稅、購物用塑膠袋可作為垃圾袋、設置前處理分類設施、設置有害事業廢棄物處理設施,廚餘分離及處理設施等。(6)完全以焚化處理,不採掩埋處理,搭配徵收焚化稅、購物用塑膠袋可作為垃圾袋、設置前處理分類設施、設置一般及有害事業廢棄物處理設施、廚餘分離及處理設施、氣化熔融廠等非焚化之熱處理技術、灰渣熔融設施或再生水泥設施等。(7)完全不採焚化及掩埋處理,搭配使用生物分解袋、設置前處理分類設施、全分類資源回收設施、廢棄物衍生燃料(RDF)之分類系統、廚餘分離及處理設施、氣化熔融廠等非焚化之熱處理技術。本計畫環評作業將評估矩陣表共分五大項,每大項再區分為數小項目,先依據評估項目邀請專案人員評估,依其專業學養及經驗進行各方案之比較評等,而每一大項再經由各項負責評估教授進行第一階段調和評等,再由計畫主持人將五大項彙整後,進行第二階段調和,而為各議題或情境之最後評估結果。為延續環保署93年「全分類、零廢棄」的策略宣示,未來廢棄物管理之政策宣示建議:「以『全分類、零廢棄』為廢棄物管理之最高宗旨,優先落實製造者延伸責任(EPR)以促進源頭減量及產品環境化設計,並遵循廢棄物管理之合作、鄰近處理、污染者付費、及外部成本內部化等原則,以及相關國際公約之規範,建立台灣為對環境友善之循環型社會。」有關廢棄物之管理,應涵蓋棄權物(Discards)及生產上游端供應鏈之各種關連性環節,並主動積極順應國際上要求企業負擔環境責任與源頭綠色設計之訴求(WEEE、RoHS、EuP、REACH、包裝指令、京都議定書、巴塞爾公約等),並逐漸轉移產品或廢棄物之申報、評估、及回收等責任由製造者來承擔。國際或歐盟相關公約、策略或指令等,除導向以企業為責任主體之主流趨勢外,亦正視輸出入產品、二手商品、再生資源及廢棄物所衍生的環境問題,由於產品為製造者之作為與商業價值,最瞭解其產品性質,包括成分組成、能源使用、污染排放等狀況、及後端廢棄時之處理方式等。如今產品朝多樣化、功能化、精密化、及高科技化發展,過去由政府統籌負責廢棄物清理的方式,並不能完全掌握而妥善解決此新的廢棄物問題。因此製造者延伸責任(EPR)或產品整合政策(IPP)等國際廢棄物管理之新思潮與規定,近年來逐漸受到重視,並可稱為「全分類、零廢棄」之「關鍵性策略(Key Approach)」。如此,政府角色則會轉變為監督為主,要求製造者的回收績效、環境績效、財務透明、及資訊公開等責任。另外,亦在符合標準之層面上,要求綠色設計或建立環境管理系統等,因而有相關標準符合性要求或公正團體認證作業,亦逐漸形成風潮並已證實是有效的作法。

The Policy Environmental Impact Assessment of Waste Management

英文摘要 The declaration of waste disposal policy has been gradually modified from "incineration first, supplemented by landfill" to the "complete sorting, zero waste". The transition has echoed the international trend, also changed the traditional "technology-based, end-of-pipe” thinking. Then, new strategies such as source reduction, recycling, recovery, extended producer responsibility, and environmental taxes etc. should have significant importance in the policy content for reaching the goals of "sound material-cycle society" or "zero-waste society". However, the contents of three waste policies (the target for assessment) are mainly inherent to discuses the previous issues such as disposal volume, incinerator construction, and compensation to neighboring public, are deviated to the purpose for achieving the goal of "complete sorting, zero waste". It is recommended to follow the policy “Complete Sorting of Garbage for Zero Waste Plan” and “Industrial Waste Control and Zero Waste Strategy” in the “Environmental Protection Three-Year Action Plan” announced in 2004 by the Environmental Protection Administration. Also, the related strategies and measures should be substantiated in the legislation. In the environmental assessment statement of this project, there are eight selected issues and seven planned scenarios are proposed and assessed. These contents and assessed results are recommended to be referred for the future legislation for waste management. As for continuation of the "complete sorting, zero-waste" policy in the “Environmental Protection Three-Year Action Plan”, 2004, we recommend the further policy statements: "The 'complete sorting, zero waste’ should be the core principle for waste management. The first priority is to implement the extended producer responsibility (EPR) strategy to promote source reduction and eco-design, then, to follow the principles of neighboring cooperation, polluter pays, internalizing the external costs, as well as the norms of relevant international conventions to establish a friendly environment of Sound Material-Cycle Society in Taiwan." As for the waste management strategies, the discarded matter (discards) and the different tiers of production chain should be considered. Taking enthusiastic attitude to comply with the international requirements (WEEE, RoHS, EuP, REACH, Packaging & Packaging Waste Directive, Kyoto Protocol, Basel Convention, etc.) is a substantial issue to concern. Then, the responsibility of waste declaration, assessment, recycling, and recovery should gradually transfer to the producers. Many international countries or the EU countries have confronted the waste related environmental problems such as import/export products, second-hand goods, and the handling of recyclable resources. Since producers create the commercial value of products, they have the best understanding of the product natures, including composition, energy use, emissions, and abandoned condition when taking back these discarded products. Products have more function features, high precision, and more complex processes than ever. It would be hard to resolve the waste disposal problems, if and only if the Government was in charge of. Therefore, the policies of extended producer responsibility (EPR) or the integrated product policy (IPP) are gradually becoming the major trends in the world recently. These new strategies have been called the key approaches for the “complete sorting, zero waste" policy. Then, the role of the Government will change for the supervision among the producers’ performances of recycling, environmental protection, financial transparency, information disclosure, in addition, the eco-design requirements, and the establishment of environmental management systems. The third parties for certificating manufacturing processes and environmental requirements have been proved as effective ways to improve the environmental performances.
