98年「強化毒化物安全管理及毒災應變計畫-北部環境災害應變隊建置」
| 中文摘要 | 本計畫於本年度主要工作項目為協助環保署維持北部環境災害應變隊運作以及協調業者成立毒災聯防應變支援團隊等工作內容為主，其目的在協助環保署強化整體國內毒災防救體系之能力。 北部環境災害應變隊方面，於今年度持續維持於台北、宜蘭與新竹三地分別設置災害應變隊，負責台北縣市、基隆市、宜蘭縣、花蓮縣、桃園縣、新竹縣市、苗栗縣及連江縣等轄區，自4月21日起，本年度已出勤57場次到場應變，事故共36件次，一小時到場率為75%以上，符合環保署成立環境災害應變隊之要求；在平時業務方面，北部環境災害應變隊已完成90場次毒災防救業務輔導應變計畫、15場次法規說明會、3場次督察大隊聯合業務、2場次動員研討會、2場次聯防小組組訓、77場次臨廠輔導、45場次無預警測試以及完成36場次辦理地方環保機關演習整訓及執行環保署交付全動、反恐、與環境災害相關演習兵推；在協調成立業界毒災聯防應變支援團隊方面，北部應變隊之應援團隊持續運作，且應援團隊共參與9場次之出勤與演訓。 由於毒性化學物質列管數量的增多，各界防災救災的需求漸趨多元化，期待此計畫之執行，環境災害應變隊抵達事故現場之時間大幅提早，能為國內防災救援體系提供實質上的幫助，一方面降低事故發生後污染之擴散，另一方面更期待毒化物災害發生事件之減少。 | ||

Promotion of the Toxic Chemical Safety Management and Incident Response –Establishment the Environment Incident Response Team in the North Region.
| 英文摘要 | The main work under this plan for this year was to assist the Environmental Protection Administration (EPA) in maintaining the operation of the Northern Taiwan Environmental Toxic Incidents Emergency Response Team and to coordinate the establishment of a Toxic Incidents Joint Prevention and Response Support Team by business operators. The focus of these efforts was aimed at assisting the EPA in strengthening the capabilities of Taiwan’s domestic toxic Incidents prevention and response systems. With regard to the Northern Taiwan Environmental Toxic Incidents Emergency Response Team (NTETIERT), the efforts of this year were focused on the maintaining operation of the toxic incidents response teams in Taipei, Yilan and Hsinchu. From April 21 to December 31 of this year (2008), the ETIERTs responded to 57 emergencies and 36 incidents. The overall ratio of one-hour-onsite-arrival-rate is above 75%. This is in agreement with the requirements of the EPA for toxic incidents emergency response teams. During this period, the NTETIERT has reviewed 90 cases on toxic incidents prevention and response guidance planning, and organized 15 seminars on regulation, 3 sessions for joint team monitoring and observation, 2 conferences for response team member, 2 training sessions for joint prevention task forces, 77 sessions for onsite plant/factory guidance, 45 unannounced tests and completed 36 sessions for local environmental agency drills and preparatory training as well as tactical decision games such as sand table exercises related to mobilization, anti-terrorism, and environmental disaster response. Regarding the establishment of a Toxic Incidents Joint Prevention and Response Support Team by enterprises, the NTETIERT is continued to play his role as a coordinator. 9 onsite responses and training sessions were supported by Toxic Incidents Joint Prevention and Response Support Team organized by enterprises. Owing to the increasing of the number of regulated toxic chemical substances, the prevention and response of incidents needs a variety of supports. It is our wish to decrease the arrival time to the incident sites significantly and to provide substantive help to Taiwan’s disaster prevention and response systems by implementing this plane.
