執行機車新車型審驗、新車抽驗及使用中機車召回改正調查測試與污染排放管制措施研究

中文摘要 本年度計畫主要工作內容可分為四個部份,第一個部份是執行機器腳踏車新車型審驗、新車抽驗等管制工作。第二個部份是進行機車審驗作業系統之電子化系統開發。第三個部份是執行使用中機車召回改正調查測試相關事宜,第四個部份是法規資料蒐集與修定,並進行相關研究與測試,計畫成果說明如下。 (一) 辦理本年業者申請新車型合格證明及合格證明之沿用、延伸、修改審核工作,共計核發143張合格證明,包含451個車型,部份五期車的CO與NOx污染認證值較接近法規標準,未來宜於新車抽驗與使用中車輛加強管理。 (二) 完成64輛車之新車抽驗工作,測試結果,國產車都合格,進口車有3個引擎族不合格,環保署已要求進口商進行召回改正計畫,顯示進口車之品質管控仍應再加強。 (三) 本年度進行46輛車之污染控制元件查驗結果,進口車有2個引擎族部份污染控制元件辨識碼不符,原因為原廠管理上及業者申報上之誤失,已要求業者更正。 (四) 本年度審查16件機車耐久測試計畫,2件廠商因故不再耐久,主動終止計畫。 (五) 本年度業者品管作業查核,主要缺失為品質管制計畫書的管理瑕疵、欠缺適當之品管數據統計分析、部份品管數據登載有誤及實驗室未申請惰轉狀態之污染測試許可,均已請業者改善。 (六) 本年度業者自行品管污染測試數據來看,部份引擎族之CO與NOx污染偏高或變異較大。 (七) 在使用中機車污染總量推估方面,98年機車各污染物排放總量為:CO 161,068 公噸、HC 79,494公噸、NOx 8,641 公噸,相較去年推估結果,均明顯降低,這是因五期機車進入市場之故,蒸發排放總量為5,631公噸,CO2排放量為4,019千公噸。 (八) 在污染減量效益評估部分,本年度評估新車五期標準實施與二行程機車汰舊換新之新車管制成效,累計可減少CO約11,870公噸、HC約4,881公噸及NOx約727公噸。 (九) 辦理2010車型年環保機車評比,有3家國產車廠,6個引擎族入選。 (十) 環保機車評比查詢網站已建構完成,命名為『綠色車輛指南網』,網址為http://car.itri.org.tw/GreenCar/。 (十一) 電子化審驗系統全面無紙化作業系統規劃已完成,並建置完成機車產銷核備系統。 (十二) 在使用中機車召回改正調查測試方面,10個引擎族之測試結果都合格。 (十三) 歐盟2009車型年EU3認證數據轉換為我國法規條件下之轉換值,約六成可符合我國機車五期法規標準,日本2009年第二期車輛認證數據轉換為我國法規條件下之轉換值,則都無法符合我國機車五期法規標準。 (十四) 在蒸發測試研究方面,大部份車輛日間蒸發的測試值均較熱靜置測試值高,密閉式測試法所測得的值均要比碳罐捕集法高。 (十五) 劣化係數研析方面,我國的劣化係數主要集中於1~1.3之間,而美國則主要介於1~1.2之間,其中以DF=1比例最大,此外DF>1.5比重約佔15%以上,採用DF3的計算方式容易有高估車輛污染值的情形產生,不同廠牌之劣化係數並無明顯差異,小於50cc.排氣量有較低的平均劣化係數值,不同供油方式,噴射引擎NOx平均劣化係數較化油器低,不同耐久方式,動力計之平均CO劣化係數高於道路耐久,NOx則相反,HC則無明顯差異。 (十六) 在使用中機車污染控制元件查核方面,大部份車之污染控制元件辨識碼與審驗資料相符,部份車之二次空氣系統與觸媒排氣管無辨識部份車之活性碳罐辨識碼漆印模糊。 (十七) 在老舊車輛研究方面,保養後之CO與HC污染會改善,高里程車輛的劣化係數,部份車之CO明顯增大。 (十八) 在車速與污染的研究方面,CO與HC在車速低於20km/hr及超過50km/hr後呈現明顯的上升狀態,大部份車輛於20km/hr~50km/hr間的污染排放較為穩定,NOx則在40km/hr以後呈現明顯的上升狀態。

Implement of the new model motorcycle certification, C.O.P inspection, the in-used motorcycle recall

英文摘要 There were four main tasks in the project, first was the management of motorcycle exhaust pollution, the second was the development of the electronic emission certification management system, the third was recall investigative tests for the in-used motorcycles, and the last was the the relative research activities in the field of motorcycle emission control. The achievements were as follows: (1)The project issued 143 certificates, some engine families’ emissions closed to standards and should be further audited in the future. (2)The project audited 64 motorcycles; 3 engine families failed in the auditorial test and the manufacturers are carrying out the recall program, so the imported motorcycle’s emissions were not good in the production line and should be further audited in the future. (3)The project also had examined 46 motorcycles for their emission-control components, and 2 motorcycles failed in the examination, and must correct their certificates. (4)The manufacturers applied for 16 durability test plans in total, and quitted 2 plans for some reasons. (5)For production line QC examination, some defects were found such as faults in the QC plans, draws in the QC data analysis, mistakes in QC data, and no licenses in idle test for laboratories. (6)For the production line emission analysis, we found some engine families had higher emissions and variation in CO and NOx. Those engine families that had had higher emissions and variation should be further audited in the future. (7)For the year 2009, the estimated motorcycle exhaust emissions for CO, HC, NOx, the evaporative emission and CO2 were 106,068 tons, 79,494 tons, 8,641 tons, 5631 tons and 4,019 kilo-tons respectively. (8)For the emissions reduction effect, the CO, HC, and NOx reduced 11,870, 4,881, abd 727 tons respectively for the reasons of carrying out 5th stage emission standards and retiring old 2-stroke motorcycles. (9)For the green motorcycle ranking, 3engine families were chosen for the best of 2010 model year. (10)The green motorcycle inquiry website had been constructed and was located at: http://car.itri.org.tw/GreenCar/. (11)The no-paper electronic certification management system had been maped out and the electronic production/sale and QC system also had been constructed. (12)For the in-use motorcycle emission investigation tests, all the 10 engine families, including 50 motorcycles, had passed the tests. (13)For the 2009 EU motorcycle emission certificated data analysis, 60% of the transferred data could meet our emission standards. For the 2009 Japan motorcycle emission certificated data analysis, all the transferred data couldn’t meet our emission standards. (14)For the evaporation emission test, the diural emission wagreater than the hot-soak emission for most of the motorcycles. The SHED emission was greater than the Trap emission. (15)For the deterioration factor (DF) analysis, our DF were focus among 1~1.3 but the US’s DF were focus among 1~1.2, DF=1 occupied the maximum portion of the deterioration factor, and DF>1.5 also occupied more than 15% of the deterioration factor. If the deterioration factor was calculated by DF3 manner, the emission will be over estimated. The DF showed no difference for different brands. The motorcycles with capacity smaller than 50c.c. may have small DF. The DF for injection system was smaller than that for carburetor system in NOx. The DF for dyno durability was greater than that for real road durability in CO, but contrary in NOx. (16)For the in-use motorcycle emission-control components audit, most of them comply with regulation, some of them didn’t have identify numbers in secondary air system and catalysts, some of them had blurred identify numbers in canisters. (17)The CO and HC emissions would be improved by way of maintenance; the CO deterioration factor value may increase rapidly for the high-mileage and over emission-warrant motorcycle research. (18)For emission research in different speed, the CO and HC had greater emission in speed smaller than 20 km/h or greater than 50 km/h. The NOx had greater emission in speed greater than 40 km/h.
