This project had been carried out for 12 months since January 10, 2008 to January 9,2009. In order to implement and increase the efficiency of dealing with air pollution complaints in Tainan County, Bureau of Tainan County Environmental Protection(EPB) had authorized Envad. Ltd. Co. to execute the related works for the reduction of complaints and achieve the goal of air quality maintenance.
Under the assistance and supervision of EPB, this project had achieved significant performance. The main works and performance of this project included:
1.The Assistance of Complaint Site Inspection and Official Documentation/report.
Since January 10,2008 to January 9,2009, project members inspected 1,868 air pollution complaint sites, included night-time inspection and significant cases. And it had reached the annual period goal of 1800 events inspection.
2.The Training Courses of Inspectors:
During this project, two training courses had been held included the content of inspection SOP, reporting and real case study. The first course had been held on April 16, 2008. The invited lecturers included all department affair directors in EPB, and Mr. Jong-Bing Lin, the prosecuting attorney of Tainan Prosecutors Department. The speech contained the introduction and discussion of environmental law violence and how to deal with from some real cases. The attendants included the inspector staff of Tainan county EPB and the project inspectors.
The second course had been held on July 30, 2008. The invited lecturer was Mr. Huei-Yuan Huang, the vice administrator of Bureau of Environmental Inspection. The speech contained inspection SOP, guideline and real case execution principle and analysis.
3.The odor sampling and test of stack and ambient emission from the pollutants.
In order to quantify and verify the odor pollution condition referring to the regulation standard from the complaint sites, seven sites had been implemented for ambient sampling and test during Apr.10 to Sep.18, 2008, and three sites had been done for stack sampling and test during Jul.7 to Dec.23, 2008. Test results showed only one can not meet the odor threshold standard. The test agency was assigned to the EPA certified lab- Tung-Dien and Tai-Yu Environ. Technology Co., followed the test procedure of NIEA standard test method.
4.To reexamine and make more inspection rounds of frequent complaint sites.
Those pollutants that had high frequency compliant records by the neighbor residence in EPA complaint claim system, or had unsatisfied residence survey records in the past, this project enhanced the inspection and negotiation works for reduction of complaint events. From January 1 to the end of Dec. 2008, 22 sites had been reexamined and put in guidance and assistance.
5.To assist building up the environmental complain information system
In order to enhanced the GPS application and performance of Environmental Complain Information system of Tainan County EPB, two UMPC with mobile communication function were bought and set up in this project to assist positioning the complaint sites and making database work.
6.Project works compilation of 2008 for the performance appraisal of EPA:
According to the EPA appraisal rule for complaint inspection and management works performance, the Tainan county complaint inspection achievement and convenience measures report had been finished and sent to EPA for evaluation on Dec. 2008.
7.Other misc. performance from Jan. 10, 2008 to Jan. 9, 2009:
(a) During this project, administration assistance has been implemented includes air, water, solid waste pollution violation bills documentation and statistics, monthly penalty summary reporting and tracking. The total violation notice and fine bills of 4,317 cases have been documented into EPA and Tainan county EPB database.
(b) 2,259 out of 2,361 cases those who were not anonymous to make complaint claim either by telephone or e-mail to EPB, the approval grade survey after inspection or conciliation had been done and quantified by satisfaction grade. By the first to third grade of best,good and moderate satisfaction, the first grade has a proportion of 7.35%. The second and third grade are 58.52% and 31.21%. The unsatisfaction grade was only 2.75%
