The date for executing this project is 2008/03/23 to 2009/03/22, total twelve months. The date for working schedule and statistic analysis in this report are 2008/03/23 to 2009/03/22 (called for short “this stage”). Every work is carried out the progress with schedule, and main items are including maintenance, update and management of database, execution of license system, dealing with receivables of air pollution control fees, examination and check, register and verification of emission online, training for technician, and propaganda and orientation etc.
At the end of this stage, six firms of 2,784 firms of this annual control list are higher than last annual. And the mainly process of control list are mechanical equipment manufacturing and repair, textile, printing and dyeing, and metal basic industry. The air pollutant emission of this stage in the County are 4890.552 tons of particle, 9916.759 tons of sulfur oxide, 17122.015 tons of nitrous oxide, and 10185.621 tons of volatile organic compounds. However, the Da-Tan Power Plant of Taiwan Power Corporation and the Tao-Yuan Refining Plant of Chinese Petroleum Corporation are still mainly emission of stationary sources in the County.
Due to fluctuations in the price of petroleum recently, factories have increase in using coal to burn in the County. To avoid raising air pollutant emission that burned coal, it must sternly request factories that applied for using coal to demonstrate efficiency of preventive equipments on this stage, and submit strict standard proposal for using coal of the process.
The accuracy of emission control is important to this project and the inventory for maintaining and updating the database focuses on the factories which have not been checked for more than three years, as the places, public or private, whose data have not been updated for over 3 years, are low in credibility in database. Also, the work was in line with the realization of the specifications of “Requirements of control and preventive measures for public and private places to apply for permit of stationary air pollution source” published by Tao-Yuan County for piling ground of particle materials (e.g., minerals and gravel) and drive “Management method for preventive equipments of fugitive emission control of stationary sources” announced by Environmental Protection Administration, whereby it is hoped to highlight the executive effect of the project in the control of particle emission sources.
Other concrete results of the work include: completed 300 firms of maintenance and update, examined 1552 applications and 990 permits were issued, and checked 547 process permits. In addition, the work kept watch over 1,368 firms as subjects to pay for air pollution control fees, issued 239 reminders of late payment and made 600 on-site inspections for air pollution control fees, as well as completed the evaluation of declaration of emission for air pollution control fees payable for the first to third quarter in 2008. The contents and detail results of this project are made a description of each section in this report.
