This project primarily studied on the EU REACH Regulation of chemical registration, evaluation, authorization and restriction. It were compared with other leading countries including the systems of the US, Japan, China, Australia, and New Zealand. In comparison with the EU and other countries, Taiwan’s current chemical management scheme is lacking upstream source control, typically the measures of chemical substance inventory, new chemical substance notification/registration, and safety evaluation mechanisms. In a long run, expanding recommended to form and operate a dedicated competent authority responsible for national chemical management as the goal. However with insufficient basic infrastructure, it is suggested to expend the functions of EPA Toxic Chemical Substance Control Department to lead the task of reform is considered as the priority. Regulation amendment and capacity building are definitely required for the purposes of introducing the mechanisms of new chemical registration and safety evaluation, in accordance with current authorization, permitting and restriction measures for the ultimate objectives of effective chemical management and safe chemical use.
