In order to update the public nuisance dispute information management system in Environmental Protection Administration (EPA), seven working frames were performed in this project. First, the juridical precedents of the public nuisance dispute were collected and utilized to update the database of the public nuisance dispute information management system. The cases included 16 domestic juridical cases and 2 foreign ones. Besides, we analyzed the reasons why each case been judged to get compensation successfully or not. Finally we established the results in the information system. Second, we invited the experts to review the accuracy of information we collected, and updated public nuisance dispute information management system. Third, we invited 89 experts and scholars in the scope of the public nuisance identification and evidence collection for the use of a talent poll establishment. Then a consultancy-service team with 3~5 experts or scholars would be set up from the talent poll when a public nuisance event was occurred. The purpose of this consultancy-service team was to provide the technical support of the public nuisance identification and evidence collection. This year, we supplied some suggestions for three domestic cases to relative government organizations. Fourth, we hold two meetings with scholars and one joint discussion meeting with environmental protection officers to make sure the accuracy of the public nuisance managing and appraising reference for environmental protection officer. Fifth, we invited the staffs of the local environmental protection bureaus to hold a national public nuisance conference. The purpose of this conference was focused on the experience sharing and was aimed to enhance the public nuisance identification technology. Sixth, we wrote the standard operation procedure for public nuisance emergency. Seventh, we analyzed the significant public nuisance cases. We expected that the achievements of this project would enhance the environmental workers’ capability in the aspect of public nuisance identification and evidence collection, and reduce the events of the public nuisance dispute.
