97-98年度土壤及地下水污染整治費申報、審理、稽核等相關作業計畫
| 中文摘要 | 整治費自民國90年11月開徵迄今，總徵收金額已達5,083,805,920元；本年度執行過程總計完成3,316件申報案件審理工作(含當季正常申報案件共計2,798件、補申報案件共518件)，並寄發審理結果予繳費人。申報案件審核完成後，隨即進行整治費申報資料查核工作，並請會計師進行核章作業。 現場稽核作業方面，本年度執行過程完成320件現場稽核，申報無誤案件共計166件(含後續追蹤完成補申報者)，需追查共計154件。疑似未申報及待確認之化學物質方面，以「潤滑油/脂/膏」為最大宗，佔73.5%；計畫執行期間追繳案件數共47件，追繳金額達3,897,624元。 整治費申報作業自92年度起開放業者使用網路申報，網路申報率從首季約32.6%，逐季遞增至97年各季約為76%至80%，98年度第一季，網路申報率為78.0%。 在國外相關資料蒐集分析、擴大費基規劃及徵收制度檢討部分；本計畫分別蒐集美國、日本及歐盟各國有關土壤及地下水整治經費來源籌措方式，供環保署作為基金來源參考；擴大費基規劃部分，過去曾針對新增石油系有機物-己內醯胺、重金屬-鋅、鎳，煤及鐵礦砂等物質規劃納入徵收。本年度則提出針對重大廢棄物產源－爐渣、集塵灰納入徵收規劃方案，預估每年可增加基金4億元收入。在簡化徵收作業程序方面，分析取消各類退費方案之必要性及提出相關配套措施。 其他如資料庫及網路作業系統更新、維護作業及行政配合作業等亦持續進行：提供兩條專線電話(02-27468365；02-27689831)及專屬電子信箱(soil@sinotech.com.tw)供繳費人諮詢、定期至環保署進行工作執行現況報告，並將業者反映意見彙整送環保署參考。 | ||

2008-2009 Filing for and Verification of Statements of Soil and Groundwater Pollution Remediation Fees
| 英文摘要 | Since November, 2001, a total of NT$ 5,083,805,920 soil and groundwater pollution remediation fee has been collected. During plan execution period, a total of 3,316 declaration reports (including 2,798 normal declaration cases for each quarter, and 518 makes-up declaration cases) were reviewed and the review results were sent to the fee payers. After completion of reviewing the declaration case, an audit was carried out by the accountant to check if the collected remediation fee is compliant with the information listed in the declaration report. Then the quarterly audit reports were submitted to EPA by the accountant. During the plan execution period, a total of 320 on-site inspections were completed, which include 166 correct declaration cases (including those follow-up cases) and 154 cases required for further inspections. It was found that lubricant was the major item that required for further inspections. As the result of follow-up on-site inspections, a total of NT$ 3,897,624 fees were retrieved. Since 2003, On-line Declaration system for remediation fee was opened to entrepreneur. The on-line reporting rate increased from 32.6% to 78.0% from the beginning quarter of 2003 to the first quarter of 2009. For the regulation revision part, most updated information was collected from US, Japanese and the European Union. For the part of expanding levy criteria, slag and fly ash were considered during the plan execution period. If the subject levy criteria are added, a total of additional 400 millions NT Dollars can be levied. Expanding the criteria of remediation fees collection had also been recommended on basis of the revised Soil Pollution Regulation. For simplifying the levy procedure, cancellations of various refunding options was analyzed and propose related alternatives. We provide technical services include two telephone lines and web system for related consultation and information to fee payers. Three convening meetings regarding the soil and groundwater pollution remediation fees filing system were held with the fee payers and comments from the fee payers were summarized and provided for EPA as a reference. | ||
