This project has completed the following four main events, and the results are described below:
1. There are 20 serious air pollution sources of odorous in Yunlin county that were investigated and documented. 15 different meetings concerning the reduction of odorous pollutants were held. The results represented the biggest problem in current situation is lacking of preventative and controlling equipment (the ration of operation and maintainance problem is about 20.7%). Besides, 40 cases were completed in which unusual odors were monitored through the determination of foul odor; and of these 40 cases, 12 of them were exceeded the legal standard.
2. Instances in which open-air burning were inspected and then restrained came to a total of 1,001 cases. The total area of inspection of was up to 31.7 hectares. The largest proportion of straw-burning in the first and second cropping seasons occurred in Douliu city, Citong township, and Dounan township, which totalized up to 73.2%. After 300 warning placards were set up, the results of burning in terms of area and volume were reduced by about 36.7% and 97.7% from the year 2004 to 2008, separately. The education guidance to strengthen the agriculturist’s concept, cable television tickers and loudspeaker vans (including joss paper reduction) during the most critical periods was also put into operation.
3. To emphasize the catering industries that have been reported, 103 cases were investigated, and the results were represented that the Chinese restaurants occupied the ratio of 78.6% (excluding caterers who had shut down their businesses). The caterers who had installed backend treatment equipment accounted for 49.5%. 5 caterers were presented with petitions to improve conditions regarding air pollution, and the biggest issue among caterers was lack of preventative and controlling equipment in current situation (inefficiency: 34.6%).
4. The results of deliberation regarding joss paper reduction were as follows: The weight of joss paper in which the representatives of five temples, such as Peikang Chaotien Temple, is 300 to 500 grams per sheet; but the sum burning of joss paper can be reduced by volume to approximately 260.91 tons per year through collective burning, or by using equipment of pollution prevention. 16 workshops were be held about controlling and preventing odour and pollution caused by catering industries, and about how a reduction in the volume of joss paper through open air burning can be achieved.
