垃圾費隨袋徵收與隨水徵收制度垃圾減量及回收成效評估專案工作計畫
| 中文摘要 | 一、本計畫之目標有四，分別為： (一) 由台北市、台中市、台南市及高雄市之專家學者及環保單位，以法規制度面探討「垃圾費隨袋徵收」、「垃圾費隨水費徵收」、與「強制分類回收」制度施行之垃圾減量及回收成效現況。 (二) 台北市、台中市、台南市、高雄市之資源回收以及垃圾減量查(稽)核方式現況評析。 (三) 考量現行制度之公平性以及環境效益，針對「垃圾費隨袋徵收」與「垃圾費隨水徵收」二項收費制度評析。 (四) 提出「垃圾費隨袋徵收」推動方案，由專家學者形成共識後提供環保署施政參考。 二、 主要之執行成果如下： (一) 完成蒐集台北市、台中市、台南市及高雄市等4城市一般廢棄物處理現況。垃圾減量及資源回收成效之相關資訊。 (二) 完成探討現行資源回收之誘因工具及其優缺點，提出因應改善建議。 (三) 完成探討台北市、台中市、台南市及高雄市等4城市之回收成效及查(稽)核方式，提出對不同資源回收管道之查(稽)核措施。 (四) 完成對「垃圾費隨袋徵收」與「垃圾費隨水徵收」二項不同收費制度進行評析，包括評析執行人力、成本效益、垃圾減量及資源回收成效等，並提出相關建議方案。 (五) 完成研提可行垃圾費隨袋徵收推動方案（含目標、推動方式、期程、預估經費、預期效益等）。 (六) 完成辦理3場次協商及1場次討論會議。 | ||

Evaluation of Municipal Solid Waste Reduction and Recycle on “Pay-by-Bag Trash Collection Policy” and “Pay-by-Household Water Usage Trash Collection Policy”
| 英文摘要 | The objectives of this project included the followings; (1) To compare and evaluate the performance of municipal solid waste reduction and recycle on “Pay-by-Bag Trash Collection Policy” , “Pay-by-Household Water Usage Trash Collection Policy”, and “Forced Waste Mandatory Classification and Recycling Policy“ in Taipei, Taichung, Tainan, and Kaohsiung cities. (2) To compare and evaluate the recycling performance and auditing manpower in Taipei, Taichung, Tainan, and Kaoshiung cities. (3) To evaluate the fairness and justice, and environmental performance of municipal solid waste reduction and recycle on “Pay-by-Bag Trash Collection Policy” and “Pay-by-Household Water Usage Trash Collection Policy”. (4) To propose the feasible action plans for “Pay-by-Bag Trash Collection Policy” by the acknowledgement from attending experts and scholars. The accomplishments included： (1) The performance of municipal solid waste reduction and recycle on different collection and Recycle Policy have been compared and evaluated in Taipei City, Taichung City, Tainan City, and Kaohsiung City. (2) Shortcomings and benefits of law/policy enforcement and economic tools have been proposed and have been discussed. Some suggestions to improve the present household solid waste recycle policy. (3) The collected recycle supervision policies and related data have been collected and compared among Taipei, Taichung, Tainan, and Kaohsiung cities. (4) Costs, human resources, reduction and recycle effects related to “Pay-by-Bag Trash Collection Policy” and “Pay-by-Household Water Usage Trash Collection Policy” have been examined and compared. (5) Based on the collected data and information, an action plan including terms of goals, costs, and prospective effects to promote “Pay-by-Bag Trash Collection Policy” has been proposed. (6) Three discussion meetings and one panel discussion meeting have been held to reach consensus and to meet the project goals. | ||
