This project has met as planned and scheduled thanks to the instructions and advice from the EPA, EPB and the experts. Executive summary of the Project is stated below:
1. Checking of designated updated industrial parks (Zhangbin and Quanxing) and special trades as polluting source
The subjects of screening of this year include: Zhangbin and Quanxing industrial parks, who had not been checked, and the plants that had been checked before Jan. 1, 2009, as well as the special trades that are for the first time on the control list. The checking operation covered a total of 91 firms and completed the updating of their information in database and amount of emission. The database updating covered 95 processes (M), 505 sources of pollution (E), 193 sets of control equipment and 130 emission ducts at the 91 plants, and on these plants Par. for pollutant emission was updated as 65.877 ton/yr, 19.997 ton/yr for SOx, 20.446 ton/yr for NOx and 57.029 ton/yr for VOCs.
2. Strengthening of response to air polluting incidents
(1) We selected a total of 77 plants that use high-risk substances in the seven industrial parks in this county, and completed the assessment of 103 indicators of process risk in every industrial park. The highest indicator for risk was that of Zhangbin industrial park, at 51.61, suggesting an industrial part of high risk.
(2) We completed the response manual including the information on plants with risks (levels of risk and substances of emission), sensitive receivers, MSDS of high-risk substances, contact numbers of the responders and the equipment and rescue of response; and assisted in the acquisition of response tools like protective equipment and monitoring instruments, and the placement of the response tools in a distinct way to be ready for the response to air polluting incidents.
(3) We participated in the drill of contingent response to air polluting incidents held at Wei Li Company on Oct. 2, 2014, which mobilized 23 vehicles, including monitoring truck, fire engines, ambulance, audit vehicle and police cars, and 300 plus people from EPB, Fire Bureau, Police Bureau, Health Bureau and Wei Li Company.
3. Review of paperwork of declaration specified by the regulations for special trades (petrochemical, semiconductor manufacture, automotive manufacture, PU synthetic leather manufacture and tape industry)
The subjects of regulations on regular declaration and regular test for special trades in this year are 27 petrochemical firms, 4 PU synthetic leather firms, 1 semiconductor manufacturer, 1 automotive surface coating form and 1 tape manufacturer, of which Shang Fong went into business suspension in Q4 of 2013 and cease to file declaration in Q1 of 2014; there are 27 petrochemical firms have yet to declare. The team of this project has completed the review of declaration for Q4 of 2013, Q1, Q2 and Q3 of 2014, and found that every firm has met the mandate on schedule of declaration, except the defects in contents of declaration, including missing records of visual inspection of heavy liquid elements, lack of calibration records of element testing instruments, which were remedied on time after being reminded.
4. Checking of legal conformity for special trades
In this year, we performed checking of legal conformity on 41 firms, in which we conducted checking 29 times in petrochemical firms, 5 times in PU leather manufacture, once in semiconductor industry, once in automotive surface coating industry, twice in the tape manufacture and 3 times in launders. The checking results showed that the controlled flow in the up-drawing hood at Chia Yong (a PU leather manufacturer) had failed to reach 0.8 M/sec and then managed to meet the standard by upgrading the suction motors; and that the pressure gauges in the enveloping rooms for gas collection in condensing equipment at the Fangyuan Plant of Yem Chio (a tape manufacturer) were incorrectly wired and showed positive readings, which was pointed out and fully corrected. Three firms in the petrochemical industry were found with inconformity, all regarding wastewater treatment facility; of the three firms, Patech Fine Chemicals and LI PENG ENTERPRISE have completely improved, and chanda was subjected to disposal after the checking on Nov. 6, 2014 for failure to completely improve. No inconformity was found in the automotive surface coating industry or the semiconductor manufacturers.
5. Audit and test
(1) We completed 10 tests of NMHC flue at 6 firms, which were PONY LEATHER, Kuo Ching Chemical, SPIL, Fangyuan Plant of Yem Chio, Formosa Motors and Yu Tai, to verify the efficiency of control equipment and emission concentration; the six firms were all found to meet the standards for emission concentration. Except with 89% of emission concentration at 68ppm, which is less than 95% as legally provided for efficiency of control equipment, Kuo Ching Chemical still passed the test with reduction rate of VOC required by air pollution control and emission standards amounting 95 percent or concentration under 150 ppm.
(2) Regarding test on components of petrochemical process equipment, instead of 5,000 tests on the components as originally provided by the contract, this project performed a total of 10,000 tests for the purpose of meeting the object set out in Changhua County’s pollution control plan. Of the 10,000 tests conducted on the equipment components at 19 firms, all measurements were below 1,000ppm, which exempted from disposal, except 13 tests with measurement exceeding 1,000ppm as defined for leakage, of which the VOC emissions decreased to 1.3 ton/yr after repairing.
(3) We completed 21 FLIR tests at every plant thoroughly; none was detected with leaking components.
6. Gas station control
(1) Check, control and counseling on gas stations
Including Formosa gas station at Dadu Bridge, whose resumption of business was applied for, Formosa gas stations at Tianzhong and at Zhimao, which are new built, and Shenlong and Zonglai stations, which were suspended from operation, a total of 166 gas stations in the County were checked. On 2014/03/31 we held the “Promotion of tests and mandates on gas station and training in equipment maintenance”, in which 127 gas stations as well as the association attended, accounting for an attendance rate at 76.9%. During the execution of the project, we gave quiz to sampled 177 persons at gas stations on 5 Do’s and 5 Don’ts, and 99.4% of them passed.
(2) Function test on vapor recovery facilities
We completed the function test of vapor recovery on 48 gas stations (vapor-oil ratio and gas leakage test), including autonomous test at 65 stations and audit at 10 stations. The percentage of pass in vapor-oil ratio was 91.7% and that in gas leakage test 98.7%. Of the 10 audited gas stations, the Smile Changhua gas station failed to pass (the vapor-oil ratio test) and was imposed a fine of NT$100,000 on 2014/08/05 under Clause 2, Article 23 of the Air pollution control act and Clause 1, Article 8-1 of the Gas station vapor recovery facility management act, and has fully improved by 2014/08/05. We conducted vapor-oil ratio test on 996 gas guns, 83 guns of which at 24 stations failed to pass and 100% improved at re-test after the given timeframe for improvement, and contribute to the reduction of VOC emission at gas station by 36.92 ton/yr.
(3) Setup of warning system in vapor recovery system
This is an on-going key operation, which completed the setup of warning system in vapor recovery system at a total of 33 gas stations this year. Currently 103 gas stations in the County are equipped, representing a setup rate of 62%.
(4) Autonomous management and classified control of gas stations
In view of increasing the effect of gas station management, this project requires the firms to maintain normal operation of vapor recovery and to reinforce daily check of vapor emission to prevent its leakage which can affect air quality. This year witnessed 109 gas stations practicing autonomous management; meantime, this project classified in respect to the maintenance, legal compliance, and function test results of vapor recovery equipment, resulting in 121 A-grade stations, 30 B-grade stations and 14 C-grade stations, which will be given different degrees of audit and frequency of sampling in future control accordingly.
