This year, four major tasks were being set as this project’s major work contents which include: first, to implement new motorcycle new model certification and Conformity of Production (COP) emissions control measures; second, to promote establishing of motorcycle electronic certification process; third, to implement in-use motorcycle recall and correction investigation tests; fourth, cooperate with Taiwan EPA to implement motorcycle emissions control related measures and help EPA to draft exhaust emissions standards and related basis researches.

As to the tasks of handling manufacturers’ and importers’ applications for new vehicle model certification, carry forward, extension, and modification on their compliance certifications, total 319 certifications were being issued within which 620 vehicle models were included; there were 29 durability test plan applications and 15 of them have finished and being approved their deterioration factors; 188 random selection compliance tests were performed and 2 vehicle tests were failed; one of the failed engine family failed again on the repeat test and the subsequent recall and correction will be processed, the other one is preparing for the repeat test; as to the emissions control devices check, 98 vehicles were being checked, some parts of 3 engine families inconsistent with their identification code; this year manufacturers were self-performed their Conformity of Production (COP) test data statistic analysis, the results have showed that, the CO emission with tendency to become higher and NOx with wider variance, but overall the failed cases were obvious less than last year; as to the evaluation of 2016 eco-friendly green motorcycles, 5 manufacturers and 11 engine families were being selected as green motorcycle candidates.
As to the task of establishing the motorcycle electronic certification system, this system is on-line available for using multi-browsers (IE, CHROME, FIREFOX, and SAFARI) on August 14, 2015. In addition, the motorcycle Stage 6 emissions standards related electronic functionalities such as: correspond to the new pollutants and OBD tests, adding Stage 6 emissions standards correspondence columns for the test report transmit functionality, adding upload functionalities of Stage 6 emissions standards correspondence information for compliance certifications and synchronized adjustments of combined form for emissions and noise certificates and on-line available on Jan. 30, 2016. As to the image inquiry for emissions control devices, the system planning were completed and expect to be established and on-line available in the end of March, 2016.
As to the task of implement in-use motorcycle recall and correction investigation tests, the averaged emissions test values for 10 engine families were in compliance; as to the emissions control devices check, 50 vehicles were being checked and the identification code of all emissions control devices were consistent with their original declarations .
As to the task of collecting world regulations, draft amendments on current regulation and performing emissions relate research tests: according to the statistic analysis on current Stage 5 emissions standards compliance vehicles emissions test data, less than about 20% test results could comply with the future Stage 6 standards; as to the collection of worldwide emissions related regulations, the Japanese next stage motorcycle emissions standards are referred to the EU regulations and adjusted to its domestic needs and being announced in March, 2015 and will be effective on Oct. 1, 2016, its contents include tighten the standards, introduce SHED evaporation emissions test and OBD regulations;
As to the amendments on domestic regulations, the EPA announced on Feb. 5, 2016 to implement the “Motorcycle durability Test Methods and Procedures”,”Motorcycle Evaporation Emissions Test Methods and Procedures”, and “Motorcycle Cold Driving Cycle Exhaust Pollution Testing Methods and Procedures” also announced on Feb. 24, 2016 to implement the “Regulations Governing Verification Issuance and Cancellation of Certification Compliance for Motorized Bicycle Configuration Emissions”;
As to the overseas regulatory certification data analysis, from the EU 2015 motorcycle certification test results have shown that after multiplied by deterioration factors, about 67%~77% of motorcycles could comply with our Stage 5 standards, better than last year; from the U.S. 2015 motorcycle durability test data being transformed to the domestic units, the 85 percentile for CO, HC and NOx were 1.556, 1.472, and 1.324 respectively; our motorcycle on road durability test results’ distributions showed the 85 percentile of CO, HC, and NOx were 1.229, 1.203, 1.187. By using the current 15,000 kilometers emissions values to estimate deterioration factors for 35,000 kilometers, the average DF values for CO, HC, and NOx were about 1.342, 1.234, and 1.282 respectively;
This project also performed a series of research tests such as Carbon Canister ageing test and SHED research test. After filling the Carbon Canister with fuel vapor to perform evaporative tests, most of the result values were higher than without filling test values, and the difference were about 0.07~0.2 g, hence it is reasonable for EU to designate its deterioration factor as 0.3 g; as to the Crankcase Blow-by test, most vehicles with wider pressure variations when in idling and the average values also higher in idle condition; as to the investigation and analysis on the in-use injection motorcycles’ electronic control units monitoring recorded data, some motorcycles had malfunction code occurred and being stored and are available to use diagnostic tool to read. The device continuity test results have shown that some motorcycles’ OBD could display the malfunction status immediately but some motorcycles’ OBD system were in deficiency;
From emissions comparison test results by using WMTC and manufacturers self-assigned gear shifting conditions, most motorcycles emissions test results by using manufacturers self-assigned gear shifting conditions will be higher than those using gear shifting conditions being calculated from formula as described in the test procedure, but the difference were insignificant; The emissions values for in-use heavy motorcycles with certain mileages, the HC and NOx emissions showed obvious deterioration phenomena; as to the in-use motorcycle emissions control devices check, the identification labels of all the being checked devices were in consistence with the certification information.
