Abstracts
The main work of the project can be divided into two sub-projects, namely : (1) Water Pollution Sources Inspection and Water Pollution Control Fee Collection, (2) Piggery Waste and Digestate for Use as Farmland Fertilizer, the implementation of November 30, 2017, work items and performance statistics, summarized as follows :
(1) Water quality management of environmental water body : Water quality management once a month of Niuchou River, Bajhang River(including drainage at regional level) and Lan-tan Reservoir. The results of the monitoring are disclosed to Environmental Water Quality Information and the quarterly reports are submitted to the authorities For reference, please refer to chapter 3.1.1 for more detail.
(2) Inspection of water pollution management institution and examination of water quality : As of November 30, inspections of 105 industries and 56 sampling tests have been completed with a completion rate of 100%, please refer to chapter 3.1.2 for more detail.
(3) Strengthen inspection of water pollution management institution : For the high pollution and violation of water pollution-related laws and regulations of the key undertakings, agencies to handle the object such as active and active inspection and sampling. (6) Holding meetings for related policies or law announcement of water pollution : Holding 5 meetings for related policies or law announcement of water pollution in Chiayi Incineration Plant, please refer to chapter 3.1.13 for more detail.
(7) Water pollution control fee collection and evaluation of the effectiveness of use : On March 28, 2017, EPA notified the letter No. 1060023084 to notify Chiayi of the 2016 water pollution control fee collection declared mistakes and should check the object, EPA considers the number of requisitioned households in each county and check the resources are different, according to the number of households should be declared as the basis for water and sewage charges, and submit the results of the inspection in two phases, the first phase of the city should be completed by May 30, Ten check-ups were sent to the EPA (including check-in records). The second phase should be completed by October 31 full check and sent to the EPD (including audit records). (8) Patrol team counseling and education training and contact meetings : This program will be subject to four rounds of team training and liaison meetings. (9) Coastal(reservoir) cleanup : Response April 22 World Earth Day, EPA hosts "2017 of Earth Day Coastal cleanup ". On the April 16 in Lan-tan Reservoir for clean Lan-tan, clean Chiayi activities. The total number of participants in this event was 918. A total of 37.2 kg of rubbish and 17.4 kg of recyclables were cleared and nearly 1,000 waste plastic bags and 100 kg of dry cell were recovered, please refer to chapter 3.3.6 for more detail.
(10) Piggery waste and digestate for use as farmland fertilizer : In order to reach the goal of making full use of biogas slurry and biogas residue resources and protecting water bodies, the current discharge of livestock excrement is converted into the management of fertilizer by the identification of waste (waste water) or waste, so that livestock excrement can be returned to resources Management approach, EPA to actively promote piggery waste and digestate for use as farmland fertilizer. Chiayi City to promote Mingxiu livestock ranch biogas residue was resource utilization, on April 27 for the livestock ranch of biogas residue, biogas residue composition analysis, and on June 30 in the area of irrigated farmland collected 3 sites testing and 1 site groundwater testing, has been sent on August 17 Mingxiu livestock farms biogas residue fertilizer application of farmland to the city of agriculture, forestry, animal husbandry for the first instance, and on August 21 by the city of Agriculture, Forestry and Animal Husbandry Branch letter to farmers Committee reviewed the results of Council of Agriculture, Executive Yuan on September 20 has been covering the review results, the application was approved by the amendment, the Agriculture, Forestry and Animal Husbandry Branch on November 7 formally issued by the Mingxiu livestock ranch biogas slurry fertilizer application plan book. This year, we also conducted 3 sampling inspections for 2 companies, such as Jin Cong livestock ranch and Chiayi University livestock farms who are not willing to apply for biogas slurry residue this year, please refer to chapter 4.2 for more detail.
