In 2018, Tainan City’s Environmental Protection Volunteer Management and “No Cigarette Ash and Butts on the Ground” promotional campaign had been executed according to the contract regulations. The implementation works are listed as follows:
* Handling the environmental protection volunteer training
* Assisting in the supervision of volunteer management
* Collecting the environmental protection volunteer insurance information and other paperwork
* Assisting in sending birthday gratitude cards to the environmental protection volunteers for their enthusiastic and selfless dedication to the work
* Conducting onsite visit to understand the management and operation status of the volunteer teams
* Handling the Tainan City’s Environmental Volunteer Service Contact Conference to allow the volunteer teams and the public sector to have bilateral communication opportunities
* Handling the excellent environmental protection performance and commendation activities to highlight the contribution and recognition of enthusiastic environmental protection volunteers with significant performance in the city’s environmental education and environmental volunteer services, and maintaining the city’s environmental cleanliness and integrating and utilizing the community’s human resources
* Implementing the promotion, planning and other preparations of “No Cigarette Ash and Butts on the Ground” campaign
* Acting as a counselor in Tainan City’s Environmental Protection Volunteer Communication Platform to make proposals from a professional point of view
* Acting as an advisor in environmental education work to encourage the environmental protection volunteers to expand the services, and assisting the villages/communities in promoting the environmental protection concept to improve the performance of the city’s environmental volunteer services
A summary of the implementation work progress of the year is as follows:
1. The environmental protection volunteer training schedules
Our team handled six basic education training and special education training sessions according to the contract. A total of 689 trainees participated in the training sessions, including 578 of them in the combined training sessions and 111 of them in the special training sessions. Up to the required number of trainees had been trained in this program. The 2018 training sessions were scheduled as follows:
* April 14~15: Training at Nanhua Tianhou Temple Activity Center, Nanhua District
Out of 113 trainees being trained, 96 of them attended the combined training sessions, and 17 of them attended the special training sessions.
* April 28~29: Training at Nan-Si Elementary School, Nansi District
Out of 88 trainees being trained, 67 of them attended the combined training sessions, and 21 of them attended the special training sessions.
* May 19~20: Training at Xinying City Cultural and Recreation Activity Center, Xinying District
Out of 133 trainees being trained, 129 of them attended the combined training sessions, and four of them attended the special training sessions.
* June 23~24: Training at Huzuo Village Activity Center, Shanhua District
Out of 126 trainees being trained, 104 of them attended the combined training sessions, and 22 of them attended the special training sessions.
* July 7~8: Training at Tong Wan Village Activity Center, Yong Kang District
Out of 96 trainees being trained, 83 of them attended the combined training sessions, and 13 of them attended the special training sessions.
*July 28~29: Training at Tong Sheng Village Activity Center, Eastern District
Out of 133 trainees being trained, 99 of them attended the combined training sessions, and 34 of them attended the special training sessions.
2. The environmental protection volunteer management schedules
(1) Consolidation of environmental protection volunteers
To assist in the processing of the weekly volunteer accident insurance roster, establishing the new database of 18 environmental protection volunteer team members, producing the service records or number stickers of 668 environmental protection volunteers, and logging in the service hour certification work of 89 volunteer teams.
(2) Management counseling of the environmental protection volunteer teams
(a) Our team performed the counseling service for the environmental protection volunteers participated in the 2018 environmental protection volunteer training and on those who met the conditions of setting up the volunteer teams in writing the volunteer service application plan and submitting the application for establishing the environmental volunteer teams. This year, a total of 23 teams were qualified. After the counseling, a total of 14 teams applied were approved to set up the environmental protection volunteer teams.
(b) On July 16, 2018, our team submitted a visiting list and record sheet of the environmental protection teams to the EPA for approval. Up to 12 teams had been conducted with on-site evaluation on October 30, 2018.
(c) To assist in the mailing preparation of birthday cards for the environmental protection volunteers. From March 2018 to January 2019, a total of 24,764 cards had been sent to the recipients.
(d) To assist the city’s Environmental Protection Volunteer Team 533 in Area 37 in compiling the application data for the promotion of “2018 Community Environmental Education and Street Sweeping Subsidy Program.”
(3) On July 20, 2018, an environmental protection volunteer energizing training activity was held at the 2nd floor briefing room of Zengwun Office of the Southern Region Water Resources Office, Water Resources Agency.
(4) On August 10, 2018, an Environmental Protection Volunteer Service Contact and Volunteer Cadre Seminar was held at the International Conference Hall of Wusanto Huching Resort Hotel.
3. The commendation activity of excellent environmental protection performance
On December 8, 2018, a commendation activity of excellent environmental protection performance was held at the 3rd floor International Conference Hall of Tsou-Ma-Lai Farm’s Orchid Hall. A total of 103 environmental protection volunteers (96 members were awarded, including two elderly volunteers), 10 environmental education volunteers, 34 excellent green procurement units, and five outstanding teams engaged in the cigarette ash and butts evaluation planning were praised for their superb contributions. After the event, a banquet consisting of 42 tables (40 tables in carnivore diet, and two tables in vegan diet) was held on the 1st floor Butterfly Hall.
4. Promotion of “2018 No Cigarette Ash and Butts on the Ground” campaign in Tainan City
(1) Our team completed 30 sessions of “No Cigarette Ash and Butts on the Ground” promotion campaign activities, where a total of 1,793 people had been advocated, including nine sessions at the district offices, three sessions at the colleges and universities, 13 mobile sessions, and five large-scale sessions. A total of 1,738 valid questionnaires were collected.
(2) The “No Cigarette Ash and Butts on the Ground” publicity briefing session was held at the Cultural and Recreation Center, Shanhua District on April 11, 2018. A total of 105 people participated in the event. Up to 25 environmental protection teams had filed for the subsidy application before the deadline on May 4. After reviewing the written data, all teams were deemed qualified. Our team submitted the lists of 25 environmental protection teams to the EPA for approval on May 9, 2018. Each team was subsidized with $5,000. All teams completed their missions before September 30, 2018, and were reimbursed with the subsidies.
(3) Based on the stipulated schedule of EPA, a pledging conference result presentation activity of “No Cigarette Ash and Butts on the Ground” was held on the 1st floor outdoor square of Tainan Far Eastern Department Store (Chenggong Store). A total of 204 people participated in the event.
