The main objectives of this plan include diesel vehicle related control operations, parking idling promotion and inspection operations, green vehicles and transportation promotion operations, and cooperation with various administrative operations within the bureau. The statistical period of the final report is from January 1, 2019 to December 31, 2019. A summary of the performance results of each work is as follows:
(1) Control of diesel vehicles
Statistical data till December 31, 2019, the work completed includes 2,633 exhaust emissions testing of contract diesel vehicles, 30,779 plate identification operations, 6,125 smoke visual inspections, 1,366 roadside inspections and 542 roadside inspections. Among them, in order to strengthen the control of high-pollution vehicles, this plan strengthens the roadside inspection and inspection operations. The number of inspections is as high as 154. The main audit objects are first-phase to third-phase vehicles and in line with the air quality maintenance zone control, buses in Kenting area have been under inspections, with the failure rate droping from 23.4% in 2015 to 0% in 2019. In addition, the newly added air quality zone includes Liudui Cultural Park (at 403 km of Taiwan 1 Line) and Aboriginal Cultural Park (at 25.5 km of Taiwan 24 Line), of which 403 km at Taiwan First Line, the total number of road freight vehicles connected to the area are with the failure rate reaching 22.1% and dropping to 7.5%.
(2) Illegal oil search operation
This plan cooperates with the diesel vehicle plan for roadside inspections and inspections in power stations. Car oil inspection is carried out on a vehicle-by-vehicle basis. Samples with abnormal colors or odors are sampled and tested. The statistical project ends on December 31, 2019. The number of roadside inspection vehicles was 879, with 85 samples taken; the number of vehicle inspections at the power station was 1,858, with 65 samples taken, and the total number of vehicle inspections was 2,737, with 150 samples taken, three oil samples of which didn’t meet the specifications.
(3) Promote the integration of diesel vehicle insurance and inspection
This plan performs three visits and counseling operations for four certified maintenance factories and two certified maintenance factories in the county, the analysis has been done to the return rate of inspection vehicles from the station to the certified maintenance factory, and the relative subsidy content inventory has been done to explain the subsidy measures for diesel vehicles this year. And, the maintenance plant is encouraged to encourage car owners to install pollution prevention equipment.
(4) Quality Assurance for Diesel Vehicles
This year, TAF completed the extension evaluation on March 23, 2018. For the quality and technical aspects, committee members have found lack of 3B2C, which has been completed non-conformities improvement and the certification has been extended. The TAF certificate has been extended to May 15, 2022. In response to the IOS17025: 2017 version of 2020, the plan filed a transfer application on November 11, 2019 and simultaneously applied for the report signatories' change, adding the project manager Wu MingTsang as the signatory of the report; as for the national relevance test part, the correlation test had been re-run on July 18. The test results are still within the control range only when the no-load pollution level exceeds the upper warning limit.
(5) Idling and inspection of parking idling
As of December 31, 3,142 vehicles had been declared (advised). The plan to carry out idle speed inspections and publicity schedules is to increase the proportion of audits in schools and air maintenance areas. The main reason for this is that the areas are sensitive receiver areas and key control areas in coordinance with the promotion of campus anti-idle speed demonstration areas. In order to perform inspections and advocacy work, the total idle persuasion rate is 4.1%, the school idle persuasion rate is 4.1%, the public place idle persuasion rate is 2.5%, and in the air quality maintenance area idle persuasion rate is 7.9%. Due to the priority of idle vehicles during the inspection, the persuasion rate may be high.
(6) Promotion of low-polluting vehicles
The plan is aimed at the promotion of low-pollution vehicles. It mainly assists the Environmental Protection Agency in promoting electric bus planning, public bicycle promotion and mastering, current electric bus transportation volume mastering, electric vehicle promotion and environmental protection fleet promotion. In assisting the promotion of electric buses, after coordinating with the County and Township Development Office of the county government and seeking related funding from the Environmental Protection Agency, the newly opened route of Pingtung City, which was originally intended to be operated by fuel buses, will be operated by electric buses, and a new Pingtung City small yellow bus operation model will be added. In addition, for the campus shuttle bus, Pingtung Passenger Transport and Pingtung University of Science and Technology signed an electric bus connection contract with the medium of the Environmental Protection Agency. There are 32 bicycle rental sites in 2019, with the number of 761 vehicles. A total of 624,606 people used from January to Dece3mber 2019, with an average turnover rate of 3.44. In addition, in order to cooperate with the EPA ’s subsidy policy for the replacement of old for new, the plan will handle the “Declaration Conference on the Diesel Vehicle Orders” on June 20 to publicize the latest announcement of subsidy items and promotion orders; the factory requires in the contract to use of environmentally-friendly vehicles that comply with the fourth and fifth phases, which has been specified. The plan has now counseled 12 companies to sign the letter of intent for enterprises to use environmentally friendly vehicles in the fourth and fifth phases.
(7) Promotion results of air quality maintenance area
In accordance with the key policies of the Environmental Protection Agency and the plans of this Bureau in recent years, this plan has targeted the hot spots in the county such as Kenting, Xiaoliuqiu, Aboriginal Cultural Park and Liudui Hakka Cultural Park to promote high-pollution vehicle control to maintain air quality areas every year. Vehicle regulations have been implemented. The Kenting area is the first to be promoted. Based on the regular inspection and control of air quality maintenance areas and the tightening of vehicle control measures, the large diesel vehicles in Kenting area were stopped and inspected, and the inspection failure rate has been reduced from 23.4% to 0. % since 2015. There are obvious reductions in highly polluting vehicles; and after Xiaoliuqiu area has also cooperated with the regulatory promotion, all official diesel vehicles have been implemented from the initial stage, optimized into the annual acceptance of smoke inspection by the Bureau, and the diesel vehicle has also been under regular inspection in this year. The aboriginal cultural park was formally implemented on January 1, 2018. According to statistics from the license plate recognition system, it was discovered till October, with 2,843 vehicles in the fifth phase vehicles as the largest case, accounting for 52.3% of the total. However, there were still 1,720 vehicles in the first to third phase of the main control targets, accounting for 31.7% of the total, which is on the high side. In this regard, for diesel vehicles that have not obtained the independent management badge in the vehicles of first to third phases, this plan will send a detection notice every month, sending a total of 397 requests for vehicle owners to take the initiative to carry out smoke detection; and Liudui Hakka Cultural Park, from now on, is in the establishment of the air quality area suspension, and the related mobile source control operations are continued only in accordance with the regulations.
