The main objectives of this project include: diesel vehicle-related control operations, publicity and inspection operations for parking, idling, and flameout, green conveyance and transportation publicity and promotion operations, and cooperation with various administrative operations within the bureau. The statistical period of the interim report is from January 1, 2021 to December 31, 2021. The summary of various work performance results is as follows:
1. Diesel Vehicle Control Operation
According to Statistics, till December 31, 2021, there are 3,470 contract diesel vehicle smoke detections, 25,166 license plate recognition operations, 305 visual inspection notices ,1,013 roadside inspections, 401 vehicles were stopped and inspected, 501 vehicles were inspected at depots, and 3,665 vehicles were actively sent out old-fashioned vehicle notifications. In order to strengthen the self-management of diesel vehicles and move towards regular inspections, the project has negotiated with the Environmental Protection Agency to change the contract content. The total number of diesel vehicle inspections has been increased from 2,900 to 3,300 , and the number of visual notifications has been decreased from 500 to 300 and the number of roadside inspections dropped from 500 to 400. At the same time, in order to cooperate with the planning of the air quality maintenance area, the Pingnan testing service station was expanded and established this year to provide convenient testing services for car owners in the Pingnan area, increase the testing capacity and implement diesel vehicle pollution control.
2. Illegal oil search operation
Random inspections were done for samples with abnormal color or smell. The statistical project will end on December 31, 2021. 873 vehicles were inspected on the roadside; 1,838 vehicles were inspected in the power station, and 2,711 vehicles were stopped for inspection. One piece of oil exceeded the standard sulfur content; 5 ships were sampled with oil analysis are in line with the specification.
3. Promoting the integration of diesel vehicle maintenance and inspection
This project has carried out 2 inspections and coaching operations for 4 certified maintenance factories and 8 EPA-approved maintenance factories in the county . Yuyi Automobile Co., Ltd. and Pingtung Automobile Passenger Transport Co., Ltd. have no vehicles returned for inspection and their average horsepower is high, more than 60 %, in good condition; 10 vehicles returned for inspection by Hongcheng Injector, and 19 vehicles returned by Xiangfu Pump Injector, a maintenance factory approved by the Environmental Protection Agency; Yuyi Automobile Co., Ltd. does not implement the adjustment subsidy, and Hongsheng Automobile Industry Co. , Ltd. and Hongcheng Injector Co., Ltd. properly keep the relevant replacement parts for future reference in accordance with the specifications.
4. Diesel vehicle quality assurance
This year's TAF completed the extension evaluation on April 19 and 20, 2021. There are 14 deficiencies raised by the quality and technical committee members, all of which have been completed and improved on non-conformities, and the extension was approved on June 24 for defer application. On August 12, TAF obtained the extension certificate; the personnel comparison and the standard vehicle quality control map part, the implementation results are stable at this stage. If the quality control map shows positive or negative deviation in the future, the personnel or equipment will be investigated in a timely manner. The reason for the deviation is to improve the inspection quality of the power station .
5. Parking , idling and flameout publicity and inspection work
According to statistics, 1,016 vehicles have been announced (persuaded) as of December 31. This year, schools are still the main locations for idling inspections and publicity. The main reason is that this area is a sensitive receptor area and cooperates with the campus anti-idling demonstration area to promote the handling. A total of 11 schools have announced the prohibition of idling demonstration areas. And assist the campus to carry out teacher-student publicity, teacher environmental education and the construction of software and hardware facilities.
6. Motor Vehicle Noise Control Operations
According to statistics, up to December 31, a total of 12 joint noise inspections were carried out, a total of 568 vehicles were stopped and inspected, 5 vehicles were inspected, 4 vehicles were reported, and 1 vehicle was notified for inspection; completed the construction of 1 set of sound camera technology law enforcement equipment, and cooperated with the vehicle testing center. (ARTC) completed the quality and performance comparison test of the use of noise scientific instruments, and carried out 41 sound and camera technology law enforcement, a total of 20 vehicles were reported, and 19 vehicles were notified for inspection.
7. Operation of promotion of low-polluting vehicles
This project mainly assists the Environmental Protection Department in promoting multiple subsidies for diesel vehicles and the Environmental Protection Bureau in promoting electric bus planning, public bicycle promotion and mastery, current electric buses, promotion of electric motorcycles, and promotion of green fleets. The main purpose is to grasp the promotion results of various green energy vehicles and compile and report; in the electric bus part, a consultation meeting was held in March, and it is expected that a project plan will be provided this year, and the replacement operation will be carried out next year; the yellow bus will grasp the promotion status and electrification promotion quantity. At this stage, a total of 39 public bicycle stations have been set up and 932 public bicycles are provided for public rental. As of the end of October this year, the cumulative number of users exceeded 3.75 million, and the total annual carbon reduction is about 133.7 metric tons of carbon dioxide.
In addition, in order to strengthen the environmental protection agency’s subsidy policy for replacing the old and for new, as of end of December, 77 vehicles were subsidized for refurbishment, 2 air pollution control equipment was installed, and a total of 308 vehicles were subsidized for replacemen. In total, they were reduced by 16.05 metric tons, PM 2.5 by 14.74 metric tons, NOx by 248.87 metric tons, CO by 95 metric tons, THC and NMHC by 24.6 metric tons .
8. Air quality maintenance area promotion results
In line with the key policies of the Environmental Protection Agency and the bureau's planning in recent years, this project has been promoting the implementation of high-polluting vehicles in the air qulity maintenance area year by year for popular scenic spots in the county, such as Kenting, Aboriginal Cultural Park, and Pingnan Industrial Zone. At this stage, more than 99 % of the buses entering Kenting and the Aboriginal Cultural Park belong to the fourth and fifth phases of diesel vehicles, and no vehicles enter the first and second phases; in the Pingnan Industrial Zone, it has been planned to promote the air quality maintenance zone, and three projects have been completed for the entrance and exit license plate recognition system which was set as a follow-up control method.
