1. Checking and Governing
Pingtung County governs 65 sand and gravel processing plants, wherein 51 plants are under normal operation, 14 plants have been shut down and one plant has been cleared up. Facilities of Sand and Gravel Processing Plant include 75 soil and stone warehouses, 28 sets of sieve, 67 sets of jaw crusher, 209 sets of vibrating sieve, 144 sets of cone crusher, 125 sets of stone and sand washing machine, 62 stone depots and 636 pieces of conveying belt. As to pollution prevention facilities, 65 plants have been equipped with watering machine, 3 shutdown plants have got into trouble; 63 plants have been equipped with washing equipment, 5 shutdown plants have got into trouble, 2 shutdown plants have not yet equipped; 63 plants have established stores at entrance of plant, stores of 1 shutdown plants have been damaged and one shutdown plant has not built stores at all; 52 plants have built fence, and fence of 2 shutdown plants have been damaged, another 2 shutdown plants have not built and 5 operating plants have also not built; 63 plants equipped with crusher have all installed water-jetting equipment.
2. Follow-on Control
39 plants which have not reached the grade 3 governing standard have been screened out as the follow-on controlled plant after a complete check. Owing to the tutorship and recovery of pollution prevention facilities, plants answering to the grade 3 governing standard have reached 49 plants from the primary 21 plants, and plants of grade 2 have been reduced to zero from 39 plants, all plants can now build and operate the pollution prevention establishments.
3. Control of Source of Raw Materials and Establishment of Regulations on Material Yard within Plants
Sand and gravel stored in Pingtung County are about 1.94 million m3, 27 plants of the 65 governed sand and gravel processing plants have at present stored sand gravel in plant area, wherein 10 plants have stored over one month, 1 plants have covered dustproof net over non-operating zone, 7 plants have planted the non-operating zone , 2 plants have been planting and watered the bared land of operating area at fixed time.
4. Pollution Reduction Operating
We selected 3 sand and gravel processing plants to undertake pollution reduction operating, 3 plants to sign the tutorship improving worksheet for sand and gravel processing plants, 2 plants to finish the tutorship improving. Only one launched Hongzhou Gravel Plant failed to adopt pollution prevention facility due to work suspension.
5. To Push Forward the Maintenance for Connecting Transportation Systems
We have tutored 20 scattered sand and gravel processing plants to maintain 18 connecting transportation systems in 7.0km, and also help Ligang Township and Gaoshu Township get together sand and gravel plants located in this area so as to maintain all connecting transportation systems equally, total 4 roads in 15.35km are maintained. We have totally helped sand and gravel plants in Pingtung County maintain 22 connected transportation systems in 22.35km.
6. A demonstrative promotion of planting green segregation zones
The current year’s demonstrative promotion of green segregation zones by gravel quarrying plants saw a total of eleven gravel quarrying sites joining the demonstrative installation. And active efforts have been made to assist the operators file for green planting with the “Agricultural Bureau’s forestry and conservation section” and the “Forestry Bureau’s Pintung Forestry Management Division”. A total of 1,560 shrubs and evergreen trees have been planted this year.
7. Checking, Governing and Tutoring the Bared Land
In this fiscal year, we have checked and governed total 54.62 hectares of the newly established and abandoned sand and gravel processing plants and the bared land, also tutored to improve 34.34 hectares of bared lands.
8. River Dredging and Pollution Control
In the current year, there are twenty central-monitored and county-monitored river and steam dredging distribution and interactive dredging projects being completed, with 2007 river and stream irrigation volume projected at 5.093 million metric meters. As of November 30, the total dredging volume of rivers and streams came to 1.941 million metric meters, and the number of gravel transport trucks estimated at 138,643 vehicle dispatches. A total of six river/stream developmental dredging projects have been completed through installing truck hosing equipment, truck hosing equipment malfunction repair, and the addition of sprinkler vehicles to enforce the sprinkling work, together with asphalt laying on transport access roads, repairing damaged transport access roads, enforcing the dust cover on transport trucks and so forth for improving traffic dust. The current year also saw the inauguration of a collaboration mechanism between the two counties of Kaohsiung and Pintung in the control work through implementing the Kaohsiung-Pintung stream dredging project and the gravel site joint inspection action, together with penalty action levied to environmental protection violations. Following the successful unveiling of the Kaohsiung-Pintung collaboration mechanism, the Pintung County Environmental Protection Bureau further joins hand with the Kaohsiung County Environmental Protection Bureau to instill a single window coordination and contact mechanism in anticipation to eradicate pollution act through the collaboration mode when uncovering pertinent pollution sources in the two counties.
9. To Establish Response System for Defective Air Quality of Sand and Gravel Processing Plant
The current year has enlisted the gravel site poor air quality response mechanism as a promotional focus, under which the initial stage of the project calls for communicating and coordinating with the operators, and explaining to the gravel operators the importance of the poor air quality response mechanism, as well as a broad-based campaigning for poor air quality response measures, which would avail the operators to understand how best to collaborate with the environmental protection agencies in conducting an onsite pollution source response mechanism at the onset of poor or deteriorating air quality levels. From the initial stage of the project up to November 30, a total of six poor PM air quality forecast have been reported at the air quality monitoring statements, and six PM poor real-time reporting made, in which the program has consistently been able to support the onsite audit by activating the poor air quality response mechanism. The onsite audit findings show that the participating gravel sites are able to support the program’s poor air quality response measures.
10. Drainage and Reduction
The project, upon completing the audit work, has uploaded the latest updated information of the “Fixed pollution source control plan” onto the “Fixed air pollution source management information system” database for updating the TSP discharge estimate4, which put the TSWP discharge volume on the 65 gravel sites enlisted for monitoring at 2,048.4 tons / annum. The calculation of the discharge volume of the river/stream dredging project has the discharge volume estimated based on the audit findings deriving from the construction site pollution control plan using the Environmental Protection Administration’s “Construction site pollution control and surcharge management information system”. As of November 30, the county has completed the dredging work on a total of eight river/stream dredging projects, with a total discharge volume tallied at 92.56 tons.
The current year’s source volume reduction at gravel sites (plants) primarily calls for spearheading the operators to add pollution prevention equipment and improvement of the exposed grounds. As per the project implementation as of November 30, the reduction volume derived from computing the volume reduction efficiency by various prevention equipment came to 157.27 tons, the improved reduction volume on exposed grounds came to 12.47 tons/annum, the reduction volume from the river/stream dredging projects came to 105.49 tons/annum, putting the total reduction volume at 275.23 tons.
