The main purpose of the implementation of this project is to help push the exhaust control of locomotive, EPA conducted. According to the statistics in 2019, the number of motorcycles should exceed 4,20,000, of which motorcycles from Phase 1 to 4 l exceed 2,00,000 units, accounting for 4 7.8% of the motorcycles which should be inspected regularly; this project is based on the promotion of the regular inspection system of locomotive exhaust, including implements of the regular inspection notice of locomotive exhaust, the inspection of unscheduled motorcycles, the regular inspection of locomotive exhaust in remote towns, and the quality assurance and quality control business of the regular inspection station of motorcycles. Under the process, eliminating the county's phase 1~phase 4 motorcycles, assisting in related subsidy cases, review and appropriation operations, and performing air quality clearance control work, and handling cases of people reporting motorcycles with dirty exhaust have been done. Since January 1st till December 31st, 2020, the implement outcomes statistics Table has been listed in Table I , and the Executive Summary is as follows.
In the motorcycle exhaust regular inspection aspect, the county public motorcycles inspection proportion has been raised, through sending regular inspection postcard notification and pending inspected motorcycles and overdue inspection motorcycles, with another pending inspection secondary notification and denounce motorcycle operations, to continue promoting the implementation of vehicle inspection system and the establishment of the owners’ concept of periodic inspection; the county motorcycles to inspection rate till December was 80.3 %, which was 2.0% more, compared with that in 2019, and was the highest at the same time in these years. The Follow-up inspections and notification for inspection operations have been continuously performed, and combined with the long-unscheduled inspection vehicle dual-linked official documents and arbitration notification operations. It is estimated that the overall annual regular inspection rate can reach a breakthrough.
In order to understand the exhaust pollution status of old motorcycles, this project implemented irregular roadside inspections. A total of 9 inspections have been carried out, of which the failure rate of two-stroke scooters was 37.5% , and the failure rate of four-stroke scooters was 7.6 %, with the overall failure average rate of the unqualified roadside inspection 9%. In recent years, the roadside inspection unqualified situation have been gradually improved, in which the decreasing failure rate for four-stroke scooters was more obvious than the rate of the two-stroke scooters, with the entire roadside unqualified rate decreasing year by year, with the average failure rate lower than that in 2018 by nearly 8%, which was decreased by 4.8%, compared with that in 2019. From the relationship between the roadside blocking scooters registration place and the driving route, it was found that nearly 70 % of the scooters was blocked in the urban area of Pingtung City and 60% blocked registered in Donggang Township.
As for quality management of scooters exhaust inspection station, according to the grading system, the regular inspection stations were scheduled for checks, and the inspection stations are divided into A , B , C , D and the corresponding inspection frequency was once in 6 months , once in four months, once in three months, and one in two months; in order to maintain the inspection quality of the county's regular inspection stations, this project is aimed at the failure rate of the retrospective and regular inspection, pass margin rate and detection concentration abnormality in the given actual scooter inspection station till December 31 for statistics. We have completed regular various scheduled inspection in 567 stations, including periodically checks 442 stations, actual scooter checking 76 stations, gas-match checking 24 stations and periodical checking 25 stations; among them, the proportion of missing in the regular inspections was 3.2 %. In the past, the number of license plates was not clearly photographed and the number of scooters was incorrectly inserted, which has largely decreased right now. In addition, because the inspection procedures of the previous year were not in accordance with the regulations, the Environmental Protection Agency has made a ruling and because of the cancellation authorization entrustment, the announcement in every station has been made. The situation of non-compliance inspection procedures this year has been significantly improved.
In terms of handling subsidies for scooter obsolescence award cases, in accordance with the requirements of the Environmental Protection Agency, more than 5,000 cases have been accepted. From the acceptance to appropriation, it should be completed within 50 days according to the regulations of the Environmental Protection Agency. Therefore, this project is managed weekly and reviewed by dedicated personnel. The rapid subsidy payments and advanced payment for the subsidy on behalf of the Bureau with other measures have been done, according to EPA statistics, with the county total allocation of 8,263 pieces of subsidy cases, in line with the goal to handle the number of days and subsidy 8 263 cases, with the subsidy cases in control rate 100 %, the highest accomplishment rate for the current rate in Taiwan.
Coupled with the EPA annual key policy indicators, as well as accelerate old scooters replacement rate in the county, the project continuously assists the EPA to process the replacement of scooters phase 1-4 and assistance operations. The annual replacement target set in accordance with EPA target needs to reach 26,311 scooters. With the inspection of increasing inspection of old scooters, remote area regular inspection services and advocacy to strengthen the liquidation of used scooters and requirements of improved works to make owners to scrap used scooters. In 2020, there was a total of 34,364 scooters be replaced with the completion rate 100 %.
In the air quality clean area and Cultural Park, as for the pending inspection scooter control work, the team monthly travels to Kenting, Shiaoliouciou, Aboriginal Cultural Park and Liutui Hakka Park to execute uninspected scooter inspection work, with a total of 48 sessions. It is hoped especially that Shiaoliuciu will become the first area to be established in the county's air quality maintenance zone. In addition to inspection operations, it will also be jointly promoted by multiple bureaus that the regular inspection rate of Shiaoliuciu scooter inspection rate will increase year by year because the proportion of electric scooters on the island reached 9%, which is also the highest among all administrative regions.
Another focus of the promotion of Shiaoliuciu’s clean area control is to build Shiaoliuciu into an area with no two-stroke scooters. In addition to conducting high-frequency inspections and implementing the direct reporting of unscheduled scooters, this project also assists in obtaining the approval to provide the country's highest award grants, and with the encouragement of the scooters replacement advocacy seminars in Liuchiu Township Office, and help interviews with the owners of the two-stroke scooters on the island, which let two-stroke scooters registered on the island reduce from 420 in 2019. The number of the replaced scooters are 151. In 2020, the 2-stroke scooters on the island has decreased by more than 30%. In the future, Shiaoliouciou also continue to apply to be set up to maintain air quality maintenance zone. On December 7, 2020, a negotiation meeting was held, and then assist with hosting negotiation meetings, which is believed to be that in 2021, Shiaoliouciou will become the first county to have air quality maintenance area, and will also continue eliminating the island’s two-stroke scooters, and the target to be without 2-stroke scooters will be achieved early.
In terms of providing a friendly charging environment, in order to facilitate the convenience of charging and increase the willingness of the people to use electric two-wheelers, this project in addition to coordinating inspection stations or parks, activity centers and other facilities management units to agree to provide electric two-wheelers charging for the general public. Besides, the charging facility maintenance work has been completed with 477 charging station maintenance work with the work accomplishment rate reaching 100 %. In Shiaoliouciou region, there haven’t been charging station setup for electric mopeds for many years. In order to improve the environment-friendly moped energy considerations, in the bureau there have been many times negotiate the issues with other offices, which has also made China Petroleum company included in the current year public construction items, and the onsite inspection of the charge station has been completed for the promotion of future Shiaoliouciou electric mopeds, which is believe to be more helpful.
