The major item of work in this plan is the project monitoring of volatile organic compounds pollution source control and hazardous air pollutant investigation in the industrial area of outlying islands. The purpose of the control is to supervise the emission of volatile organic compounds in the industrial areas of outlying islands, and to proceed with the check, inspection, and follow-up control of the pollution sources of the volatile organic compounds to improve the effectiveness of the control and emission reduction of volatile organic compounds and harmful pollutants in the industrial areas of outlying islands, as well as maintaining this County’s air quality and reducing the impact on people’s health. It has been carried out since the implementation of the bid date (February 24, 2021) in accordance with the contract provisions, the original planned works and implementation methods, and the interim report was completed before the implementation deadline (December 31, 2021). The summary of the major results is as follows:
(1) A total of 30 manufacturing processes in the compliance check on controlled petrochemical manufacturing process and control equipment requirements were completed, and the inspection results complied with the regulations.
(2) Checking that the Methyl Methacrylate (MMA) Plant at Formosa Plastics’ Mailiao Plant in the first quarter of 2020 reported incorrectly filling in the discharge coefficient for air pollution emissions, which led to an incorrect reporting. The 2020’s air pollution fee declaration should be revised to 0.138T/Y. The Plant originally declared 0.164T in the first quarter, while the actual value should be 0.036T, and the Plant has been asked to make a correction.
(3) When the on-site verification of the PF03 pipeline of the Haifeng Maleic Anhydride Plant of Nan Ya Plastics Corporation, and because the pipeline is only used for driving, the VOCS reported emissions should be estimated by using coefficients instead of products. Its VOCS emissions should be amended to 0.00167T/Y, and the Plant has been asked to make a correction.
(4) A total of 43 exhaust gas combustion towers in the industrial area of outlying islands have completed compliance check of laws and regulations, which were operated in accordance with the contents approved in the exhaust gas combustion tower usage plan; in addition, the use of exhaust gas combustion towers was counted as 86 days as of December 31, 2021.
(5) For assisting in major industrial safety incidents in the industrial area of outlying islands or emergency emissions of combustion towers because of unwarned jump out of a vehicle during the manufacturing process, a total of 2 pieces/times were carried out on the weather and leeward sampling, which were respectively the fire incident of the Isononyl Alcohol Plant, Nan Ya Plastics Corporation, on March 24, 2021, and an abnormal emergency discharge in the manufacturing process of the No. 1 Light Oil Cracking Plant on April 9, 2021, and a total of 87 substances such as benzene and toluene were analyzed by Eurofins SunDream Environmental Technical Co. Ltd. by using NIEA A715.15B. The sampling and analysis results did not exceed the Perimeter Emission Standards.
(6) Aiming at a total of 261 inspection results for compliance check on air-tight standing tank and internal floating roof tank that have been treated by control equipment, the industry showed that its performance operation complied with regulations; in addition, a total of 11 storage tanks with 250 equipment components have been inspected and tested and none of the test results showed any leakage.
(7) The external floating roof tank used GasFind IR and FID to conduct leak detection of its sealing equipment gap and checked the gap width of the storage tank. A total of 10 inspections have been completed, all of which complied with laws and regulations.
(8) For the gassing of oils before the cleaning operation of the controlled storage tanks, a total of 10 on-site inspections of its oil and gas collection methods and exhaust gas treatment technology have been completed, all of which complied with laws and regulations.
(9) There were 30 compliance checks for the controlled loading areas. The focus of the check included the actual vapor pressure and annual loading volume of the materials loaded, the efficiency of control equipment, the operating time of the loading operation record, and the loaded material records complied with relevant regulations.
(10) A total of 12,038 manufacturing process equipment component leakage tests were completed in 30 factories, totaling 62 hours and 2 minutes with infrared leak detection (GasFind IR). 32 of them were greater than the defined leak rate (1,000 ppm). The repairs were completed within 24 hours and confirmed by the contractor. A total of 12 were greater than the leakage control value. At present, a total of 10 have been reported, and No. 2 of the Plasticizer Mailiao No. 3 Light Oil Cracking Plant has not been reported. A component repair report was requested to commit. In addition, it was found that the linear low-density polyethylene plant at Formosa Plastics’ Mailiao Plant exceeded 10,000 ppm at two points, and it was confirmed that two pipelines were damaged. They were reported thereto as well.
(11) A total of 502 repair time inspections of registered retested components were completed, and it was found that the data of 4 plants in the Formosa Plastics Polyethylene Vinyl Acetate Plant, Light Oil Plant, Formosa Styrene Plant and Dalian Chemical Mailiao Plant submitted incorrect data. The companies have been asked to provide relevant repair information and immediately make a correction.
(12) 19 wastewater treatment facilities and 1 wastewater collection system were completed, and it was found that the highest net inspection value measured on site of the manhole cover (wastewater collection system) of the Plasticizer Mailiao No. 3 (No. 2 Light Oil Cracking Plant) was 73,574 ppm. The current “Volatile Organic Compounds Air Pollution Control and Emission Standards” only control the wastewater collection system to prevent the liquid surface of the wastewater from contacting the atmosphere without setting a leakage standard; therefore, the companies have been required to make improvements to avoid the spread of odors.
(13) The sampling and analysis of 15 cooling water towers were completed. According to the analysis report, each plant met the regulatory standard of 5 mg/L. In addition, on July 29, 2021, the inspection and sampling of the water volatility of the cooling water tower EJ71 of the No. 3 Styrene Plant of the Formosa Haifeng Plant was carried out. The results showed that the VOCs concentration at the water inlet was 0.552mg/L (mainly, ethylbenzene was 0.488mg/L and styrene was 0.0427mg/L). The discharge concentration was indeed high, and the companies have been requested to strengthen the management.
(14) Among the 13 individual species of volatile organic compounds in the air pollution control fee of Yunlin County, xylene was emitted the most, followed by toluene. Its harmful air pollutants were mainly distributed in the Sixth Naphtha Cracker Industrial Park, Douliu Industrial Park and Yunlin Technology Industrial Park.
(15) For carrying out the sampling itinerary submitted by the monitoring station in the County’s special industrial park, proceeding with on-site manual monitoring and inspection, a total of 10 inspection stations were completed. Three monitoring stations in Sihu, Tuku and Lunbei were found to have monitoring facility displacement because of the schools’ construction or the requirements of nearby residents. The company did not notify or explain the reason for changing the original location to the competent authority.
