The implementation of the project commenced on January 1, 2022 and terminated on December 31, 2022. The outcomes of each work item are summarized as follows:
I. Road Cleaning for Dust Control
As of December 31st, a total of 7,174.41 kilometers of roads were washed, with a total of 7,440 tons of water used. A total of 6,648.30 kilometers of roads were swept, with a total of 66.52 tons of dust collected, Based on the calculation of EPA (amount of reduction = length of roads cleaned x reduction coefficient), it was estimated that the road cleaning operations reduced by about 190.75 tons of TSP, 35.94 tons of PM10, and 8.39 tons of PM2.5.
II. Education ＆ Training and Internal Performance Review Meetings
On January 27, 2022 (two month into the implementation of the project), one education and training session was organized for project members on the fourth floor of the Chiayi Office of Century Engineering Consultant Co., Ltd. The content of the session included the operation and maintenance of road sweepers and washers, the management of operational safety and health, road safety, and traffic accidents and insurance claims.
Four internal performance review meetings were held on February 17th, May 26th, August 25th, and November 23, 2022, respectively. The meetings focused on key points and critical matters of annual work, accumulated work performance and the progress of work to be improved, objectives and key points of the works scheduled for the next two months, extempore motions, and comprehensive discussions.
III. Comprehensive Road Inspections and On-site Work Inspections
To better understand and improve the ratings of roads in Chiayi County, and to serve as a reference for the planning of regular road cleaning routes, As of December 31st, a total of 299 cleaned road sections measuring a total length of 2,508.2 kilometers were inspected. The results included 100% of Level A roads and and there were no B-level roads; This year’s inspection operation plan adds 7 road sections, and the total number of inspections is 73 sections, including 45 sections that are regularly cleaned and 28 sections that have never been cleaned. The current conditions of the sections that have not been cleaned have been judged to be grade A roads, and follow-up inspection results will be followed. A total of 18 road sections were included in the cleaning route to assess the environment current conditions of the roads, and the remaining 10 sections were not included in the regular cleaning plan because some road widths were less than 6 meters.
To ensure the quality management of street cleaning operations and conform to operate in accordance with the norms, plan period As of December 31st, 19 inspections and 105 inspections were conducted for road washing and road sweeping, respectively (including 84 inspections by district offices). The total length of inspected road sections reached 93.7 kilometers. The results of the on-site inspection of the cleaning operation were all of completely quality, and no secondary pollution or violations of operating regulations were found.
IV. Coordination Meetings for the Division of Authority and Responsibility
To integrate the road cleaning capacity of the county, two coordination meetings were held on April 21th and September 23th, respectively, to clarify the authority and responsibility of related works. Representatives from the Shuei Shang Branch of the Directorate General of Highways, Maintenance Section, Management Section and Engineering Section of the Department of Construction of Chiayi County Government, Department of Agriculture of Chiayi County Government, Department of police of Chiayi County Government, Air Quality and Noise Control Section and Waste Management Section of the Environmental Protection Bureau, and district offices of the eighteen townships were invited to the meetings to coordinate and determine the division of road authority and responsibility, as well as strengthen the horizontal reporting mechanism for road emergencies, so as to improve the overall road environment in the county.
V. Horizontal Reporting of Dirty Roads
The horizontal reporting mechanism of Chiayi County Road Emergency Response Team was established through the coordination meetings. As of December 31st, During the plan period, 87 horizontal reports of road emergencies have been completed, all of which have been improved. VI. Agricultural pollution propaganda
In order to reduce the farming pollution in this county, this year, through the division of powers and responsibilities consultation meeting, the county government’s agricultural office will send a message to the relevant agricultural administration units, seedling nursery and contract farmers before the busy season, and strengthen publicity through major gatherings or the village broadcasting system. All units are also requested to use websites, large-scale event venues or TV walls to release short films on agricultural pollution to strengthen publicity.
During the harvesting and plowing period of the first phase of the project, the enhanced inspection of agricultural pollution hot spots in 12 townships and cities was completed, and a total of 128 road sections (1,138.6 kilometers) were inspected, of which serious pollution (affecting road safety) was found in 1 road section ( The length of the pollution is about 200 meters), and the responsible unit under the jurisdiction has been notified to clean up and improve on the spot; during the inspection process, 7 vehicles were promoted on the spot for the agricultural machinery and tools in operation, so that the farmers on behalf of the farmers can understand the environmental laws and regulations and properly follow the laws and regulations Clean up agricultural machinery; on October 6th, 19th, and 25th, held 3 agricultural pollution publicity sessions in Shuishang Township, Puzi City, and Lucao Township respectively, with a total of 155 participants. VII. Promote Road Adoption to Enterprises
To improve the road cleaning capacity of the county, as of December 31st, the project invited fourteen enterprises to adopt roads for washing and sweeping. The length of road washed was 1,061.70 kilometers, and the length of road swept was 2,788.40 kilometers. Based on the calculation of EPA (amount of reduction = length of roads cleaned x reduction coefficient), it was estimated that the road cleaning operations carried out by enterprises by about reduced 53.13 tons of TSP, 10.01 tons of PM10, and 2.34 tons of PM2.5.
VIII. Road Dust Load Inspection
As of December 31st, 72 road dust load inspections were carried out in four quarters of the year. The inspections took place at the (Zhuqi and Fanlu and Zhongpu section) along Provincial road Highway No.3; Township road No.135 (Zhongpu section); County Highway 165 (Zhongpu and Shuishang section); County Highway 162B (Dalin and Minxiong section); County Highway 157 (Puzi and Liujiao and Xingang section); Township road No. 81 (Minxiong section); Provincial road Highway No. 61 (Dongshi and Budai section); Provincial road Highway No. 82 (Dongshi section); Provincial road Highway No. 17 (Dongshi and Budai section); Township road No. 49 (Taibao section); Township road No. 7 (Dongshi Section) and Township road No. 57 (Liujiao Section), The results showed that after cleaning, all these sections remained Level A roads. but some sections of the County Highway 165 Road are severely aging due to the serious aging of the asphalt pavement, with large areas of cracks and The porosity problem caused the street dust load to be too high. that after cleaning operation, it continued to maintain the Level B roads.
