The implementation of the project commenced on January 1, 2023 and terminated on December 31, 2023. The outcomes of each work item are summarized as follows:
I. Road Cleaning for Dust Control
As of December 31st, a total of 10,110.43 kilometers of roads were washed, with a total of 10,612 tons of water used. A total of 5,030.09 kilometers of roads were swept, with a total of 40.4 tons of dust collected, Based on the calculation of MOE TEDs version 11.1 (amount of reduction = length of roads cleaned x reduction coefficient), it was estimated that the road cleaning operations reduced by about 176.9 tons of TSP, 34.0 tons of PM10, and 8.2 tons of PM2.5.
In view of the secondary emission of pollution from the air outlet of the street sweeper, this year the street sweeper was equipped with novel filtration technology equipment to suppress the discharge of pollutants from the air outlet. The sampling analysis results showed that the initial filtration system discharge volume TSP and PM10 collection efficiency About 80% or more, PM2.5 is about 50% or more, and the collection efficiency of TSP, PM10 and PM2.5 can continue to increase after street sweeping operations. If the pressure loss load affects the dust collection efficiency, it can be regenerated through filter cleaning , recycling, and implementing street sweeping operations to prevent secondary fugitive pollution.
II. Education & Training and Internal Performance Review Meetings
On January 17, 2023 (two month into the implementation of the project), one education and training session was organized for project members on the fourth floor of the Chiayi Office of Century Engineering Consultant Co., Ltd. The content of the session included the operation and maintenance of road sweepers and washers, the management of operational safety and health, road safety, and traffic accidents and insurance claims.
Four internal performance review meetings were held on February 16th, May 25th, August 24th, and November 21, 2023, respectively. The meetings focused on key points and critical matters of annual work, accumulated work performance and the progress of work to be improved, objectives and key points of the works scheduled for the next two months, extempore motions, and comprehensive discussions.
III. Comprehensive Road Inspections and On-site Work Inspections
To better understand and improve the ratings of roads in Chiayi County, and to serve as a reference for the planning of regular road cleaning routes, As of December 31st, a total of 366 cleaned road sections measuring a total length of 2,803.3 kilometers were inspected. The results included 99.5% of Level A roads and 0.05% of Level B roads and there were no C-level roads; This year’s inspection operation plan adds 20 road sections, and the total number of inspections is 93 sections, including 66 sections that are regularly cleaned and 27 sections that have never been cleaned. The current condition of the unswept road section is that section 26 is judged to be a class A road and section 1 is a class B road, and follow-up inspection results will be followed. A total of 5 road sections were included in the cleaning route to assess the environment current conditions of the roads, and the remaining 22 sections were not included in the regular cleaning plan because some road widths were less than 6 meters.
To ensure the quality management of street cleaning operations and conform to operate in accordance with the norms, plan period As of December 31st, 22 inspections and 102 inspections were conducted for road washing and road sweeping, respectively (including 81 inspections by district offices). The total length of inspected road sections reached 92.4 kilometers. The results of the on-site inspection of the cleaning operation were all of completely quality, and no secondary pollution or violations of operating regulations were found.
IV. Coordination Meetings for the Division of Authority and Responsibility
To integrate the road cleaning capacity of the county, two coordination meetings were held on April 20th and September 26th, respectively, to clarify the authority and responsibility of related works. Representatives from the Shuei Shang Branch of the Directorate of Highways, Air Quality and Noise Control Section of the Environmental Protection Bureau, and district offices of the five townships were invited to the meetings to coordinate and determine the division of road authority and responsibility, so as to improve the overall road environment in the county.
V. Horizontal Reporting of Dirty Roads
The horizontal reporting mechanism of Chiayi County Road Emergency Response Team was established through the coordination meetings. Effectively improve dirty roads and agricultural roads, As of December 31st, During the plan period, 45 cases of road pollution, 13 cases of emergency rescue, 10 cases of road maintenance, and 2 cases of facility maintenance have been reported to the responsible units. The total number of horizontal reporting was 70 cases. All of which have been improved.
VI. Agricultural pollution propaganda
In order to reduce the problem of agricultural pollution in the county, regular publicity was carried out this year through hanging banners and vehicle broadcasting systems during street cleaning operations, and strengthened inspections of agricultural pollution hot spots in 12 towns and cities were completed during the busy farming season (first and second phases), a total of 138 road sections were inspected (a total length of 1,067.4 kilometers), of which 39 road sections were found to be free of pollution, 71 road sections were lightly polluted (tire marks or color difference), and 28 road sections were moderately polluted (fine powder or small particles), and there were no serious Polluters (coarse soil blocks affect road safety). In addition, in June, September and November, we cooperated with the relevant agricultural affairs meetings of this Bureau (Shuishang, Liujiao, Taibao, Dalin and Xikou and other jurisdictions) to conduct 5 agricultural pollution publicity sessions, with a total of 242 participants, to benefit farmers. Properly clean agricultural machinery in compliance with regulations.
VII. Promote Road Adoption to Enterprises
To improve the road cleaning capacity of the county, as of December 31st, the project invited fourteen enterprises to adopt roads for washing and sweeping. The length of road washed was 1,155.50 kilometers, and the length of road swept was 2,880.20 kilometers. Based on the calculation of MOE TEDs version 11.1 (amount of reduction = length of roads cleaned x reduction coefficient), it was estimated that the road cleaning operations carried out by enterprises by about reduced 47.2 tons of TSP, 9.1 tons of PM10, and 2.2 tons of PM2.5.
VIII. Road Dust Load Inspection
As of December 31st, 72 road dust load inspections were carried out in four quarters of the year. The inspections took place at the Township road No. 58 (Taibao section); Siwei Road (Puzi Section); Provincial road Highway No.37 (Xingang-Taibao section); Township road No. 59 (Liujiao Section); Township road No. 56 (Liujiao-Taibao Section); County Highway 167 (Lucao-Taibao Section); Township road No. 45 (Taibao-Lucao Section); County Highway 166 (Dongshi Section); County Highway 163 (Shuishang-Lucao Section); Luhuan Road (Lucao Section) and County Highway 159 (Xingang Section), The results showed that after cleaning, all these sections remained Level A roads. but Forbidden City Avenue (Puzi-Taibao Section) has been upgraded from a Level B road to a Level A road after street sweeping operations.
