The execution duration of this project is from April 12th, 2008 to March 31st, 2009. 12-month duration is divided into 16 key points: 1. To execute general inspection at minimum of 70 institutions aside from Sixth Naphtha Cracking Project. 2. To execute thorough check on emission amount and data renewal of minimum of 70 public and private institutions aside from Sixth Naphtha Cracking Project. 3. To execute classified examination on regulation compliance of minimum of 70 public and private institutions aside from Sixth Naphtha Cracking Project. 4. To execute the evaluation, issuance, and data establishment of permit application aside from Sixth Naphtha Cracking Project. 5. To execute the management of additional, updates, and maintenance of public and private institution information database in “Control of Stationary Sources of Air Pollution Information System”. 6. To process the application, evaluation, data establishment, and payment reminder for Stationary Pollution Source Air Pollution Control Fees. 7. To execute each inspection and examination process in public and private institutions. 8. Besides Sixth Cracking Industrial Park, to execute minimum of one examination on each of the air pollution stationary sources which conform to dioxin control and emission standard. 9. To manage the online monitoring system of air pollution stationary sources in this county. 10. To manage annual air pollutant emission declaration system on Internet 11. To manage and evaluate the system for air pollution stationary sources declaration. 12. To execute emergency response measures related to stationary sources of air pollution in coordination with the air quality deterioration or severe air pollution cases. 13. To control the reduced air pollutant emission rates of each public and private institution. 4 premises were chosen for emission reduction discussion, or counseling. 14. To organize 3 meetings of permit and regulation related promotion meetings. Or, to organize training held by specialized personnel of air pollution control. 15. To process the examination of GHG at 3 public and private institutions in this county. 16. Other matters of coordination.
General inspection and on-site examination were executed at 135 institutions. There are total of 50 institutions of pleading cases in the on-site inspection which marks the highest number of cases among all the inspection objectives. Among all, 21 institutions are not from the controlled list. After examination, there are additional of 2 institutions listed in the controlled list. Furthermore, during the regular on-site inspection, there are 30 institutions were found shut down and thus were taken out from the controlled list.
Total of 70 institutions were done with the emission amount examination and data renewal. Insufficient data, unreasonable emission, and institutions which have not been examined in the past three years are prioritized in this examination. Upon completion of examination, the following is found: particles pollutant increment of 46.722 metric tons, SOx increased 16.638 metric tons, NOx decreased 25.823 metric tons, and VOCs decreased 55.073 metric tons.
First level examination on regulation conformation was carried out at 20 institutions. Meanwhile, second level examination was completed at 50 institutions. Total completion of 70 institutions and 207 operation permits were checked. There are 32 permits not conforming to regulations with most of the reasons which the facilities are not in conformity with the approved content as stated in the permit (occupies 50%). This happens mostly in secondary factories. This shows that due to the lower examination frequency on secondary factories, the owners are lacking of permit requirement cognition. It has been the common phenomena happen on secondary factories when classified examination takes place in recent three years.
Aside from Sixth Naphtha Cracking Project, there are 233 permit application received. 169 Installation and Operating Permits were issued after evaluation. Investigations were carried out on time and data establishment upon permit issuance is completed within the stipulated one month period. Besides, this project also assists permit data establishment and documentation storage of the 82 permits issued by Sixth Naphtha Cracking Project.
Through inspection, emission examination, and regulation conformity; this project completed the renewal, maintenance, and expansion of data of 254 institutions. In addition, gas station project reported the examination information of 232 gas stations. Therefore, the database of 486 controlled institutions is maintained, renewed, and expanded.
In year 2008, air pollution fee for all quarters levied NT$91,089,778. And, paid-up percentage for all quarters is 100%. As Yunlin County has been the county with high in paid-up percentage, payment reminders were only being sent to 44 institutions with the only amount of NT$39,809.
Examination operation executed total of 12 pipes in general examination, 2 pipes of dioxin, 2 pipes of heavy metal, 3 RATA, 8 flue pipe odor pollution, and 20 of sulphur content in oil products. The principles in object selection are the institutions which previously failed the examination or the institutions complained by public. There are 3 institutions which did not pass the examination of dioxin, fuel pipe odor, and sulphur content in oil products. The reports were sent to Environmental Protection Bureau and suggestions were made to lodge accusation and for disciplinary action.
For online monitoring system management of air pollution stationary sources, assigned personnel is responsible to process over-limit or upload declaration information. In every month, minimum of 2 times of data backup and operating system management need to be done. And, at least one time of hardware maintenance and system defragment are required every month.
Internet evaluation regularly examines reports and declared emission amount. The regular inspection of Yunlin County completed 211 pipes in the first batch and 114 pipes in the second batch. But there are 5 pipes which have not submit information on internet within 30 days. In terms of emission amount, in year 2008, total of 134 factories with 519 cases are suppose to submit report on the internet. There are 10 cases which have not completed with the declaration. Notices were sent to the related institutions to expedite report.
4 pollution reduction counseling were conducted. A coal boiler installed washing tower after counseling session as to control the smoke emitted from wood burning. And, an adhesive tape manufacturer increased waste gas capture efficiency and conformed to the stricter standards of Jan 1st, 2009. Meanwhile, counseling of the other 2 institutions was just completed on March 19th 2009. Committee suggestions were sent to the institutions and awaiting their responses.
4 regulation promotion meetings were held, respectively discussed the permit application and related regulation, dried bean curd factory air pollution prevention and permission, specialized personnel recurrent training, and air pollution control measure management of fugitive particulate pollutant of air pollution stationary sources. There were more than 80% of attendees in each of the above mentioned meeting. For those business owners who did make it to the meetings, brief meeting reports are available for download at Environmental Protection Bureau website. Besides, a counseling phone line is set up to answer questions of business owners.
GHG check at 3 factories was completed to estimate GHGs emission amount. The main source of GHG is the direct emission of category one, and over 99% resulted from stationary burning emission. This shows that in order to decrease GHGs of factories, improvement on fuel needs to be prioritized.
